About this file
This Statement of Work (SOW) describes the replacement and installation of a 250 horsepower outboard engine on a 2019 23' Lake Assault Aluminum Patrol boat. The contractor shall provide all personnel, equipment, tools, materials, supervision, and labor to perform a complete, turnkey engine replacement on a government-furnished vessel. The work must be completed within 90 days from the date the vessel is delivered to the contractor's facility. All work shall be performed at an approved and certified service facility, with proof of current certification required prior to award. For locations within 120 miles, the government will coordinate vessel drop-off with at least 3 days' notice; for locations beyond 120 miles, the vendor is responsible for pick-up and delivery coordination.
The engine specifications require a new 250 HP four-stroke outboard with a 25-inch shaft from a reputable manufacturer in the current model year. The contractor must supply and install a complete rigging package including digital throttle and shift controls, control box, key switch, main wiring harness, new multi-function digital gauges, a new stainless-steel propeller sized for optimal performance, and a fuel/water separator filter. The new engine must integrate with the vessel's existing hydraulic steering system, with the contractor responsible for supplying any necessary fittings, hoses, or fluid. Installation requirements include professional removal and disposal of the old engine, transom inspection and preparation, engine mounting using new stainless-steel hardware per manufacturer specifications, secure routing of all cables and fuel lines, and comprehensive operational testing including flush hose and on-water testing. The bidder must be an authorized dealer and certified service center with factory-certified technicians; proof of all certifications must be submitted with the quote and remain valid throughout performance. The contractor shall provide the manufacturer's warranty on the engine and parts plus a minimum one-year warranty on installation labor, deliver all documentation and the original invoice upon completion, bear responsibility for any vessel damage caused during work, and ensure legal disposal of the old engine and debris. The government will conduct final acceptance upon successful completion of all operational tests, with any deficiencies corrected by the contractor at no additional cost.
