The contractor must provide a complete turnkey engine replacement including a new 250 HP, 25-inch shaft, four-stroke outboard engine from a reputable manufacturer in current model year condition. The scope encompasses de-rigging the existing engine, inspecting and preparing the transom, mounting the new engine using stainless-steel hardware per manufacturer specifications, and installing all associated components. Required components include new digital throttle and shift (DTS) or equivalent electronic controls, multi-function digital gauges displaying RPM, speed, fuel level, engine hours, trim, and diagnostics, a new stainless-steel propeller sized for optimal performance, integration with the existing hydraulic steering system, and a new fuel/water separator filter. The contractor must conduct comprehensive operational testing including flush hose and on-water testing to verify proper functionality. All work must be completed within 90 days of vessel delivery to an approved and certified service facility, with facility certification proof required prior to award and maintained throughout performance. The contractor must be an authorized dealer and certified service center with factory-certified technicians on the proposed engine model, provide manufacturer's warranty on all parts and a minimum one-year warranty on installation labor, and be responsible for legal disposal of the old engine and associated debris. The government will conduct final acceptance upon successful operational testing completion, with any identified deficiencies corrected by the contractor at no additional cost.
