STATEMENT OF WORK
MORR SOLDIER HUT LOG PROCUREMENT PR # 0040606364
INTRODUCTION/BACKGROUND INFORMATION
Established in 1933, Morristown National Historical Park is the country’s first National Historical Park and an important location in the revolutionary war. Located in southern Morris County NJ, it commemorates the sites of General Washington and the Continental army’s winter encampment of December 1779 to June 1780.
Within the 1700-acre Park, there are six circa 1960 reproductions of simple log structures that illustrate how General Washington’s soldiers were housed during the revolutionary war. The current huts are in various stages of disrepair, the worst non-existent after a fire. Because of their highly interpretive value, the Park has chosen to replace the failing structures.
MORR Soldier Hut Log Procurement PR # 0040606364 is designed to provide the Park with enough logs to erect the walls, roofs, and chimneys of four newly fabricated huts.

SCOPE OF WORK
Provide Morristown National Historical Park with four hundred and fifty-five (455) hardwood logs (will additionally consider Douglas Fir) to complete the restoration of four log structures (soldiers huts) approximately 16’ x 14’ in size. Two sizes are required (see specs below); one for the walls/roof, the other for the chimney stack.
Provide Park with no less than 1/4 of order by June 1, 2023. The remainder of order will be delivered no later than April 15th, 2024.
DELIVERY SCHEDULE
The following are proposed dates for the three remaining installments after the June 1st 2023 delivery of (70) 18’ logs and (44) 8’ logs, subject to market availability:
· September 15th: 2nd delivery of (70) 18’ logs and (44) 8’ logs
· December 15th: 3rd delivery of (70) 18’ logs and (44) 8’ logs
· April 15th 2024: final delivery of (70) 18’ logs and (43) 8’ logs
Specifications for MORR logs:
(280) 8-11” Diameter x 18’ Length hardwood logs; varying species are allowed. Doug Fir is also an acceptable variety.
Wall logs must meet the following requirements:
1. Grade 2 saw logs or better.
1. All logs to be peeled or debarked by hand or with machinery that mimics hand peeling and leaves minimal machine tooling marks and maintains natural shape of the log.
1. All logs to be free of rot, holes and pests.
1. All butt ends to be between 8” & 11” in Diameter and 18’ long plus trim
1. All logs to be clear of cat faces and knots exceeding 2” in diameter on half the circumference of the log
1. Maximum sweep and crook 4" in a 18’ log
1. 2.5” maximum difference in diameter from end to end
(175) 3”-5” Diameter x 8’-0” Length hardwood logs. Doug Fir is also an acceptable variety.
1. All logs to be peeled or gently debarked
1. All log ends to be between 3” & 5” in Diameter x 8’ long
1. Clear of cat faces and knots exceeding 1” in diameter on half the circumference of the log
1. Provide sound timber free of rot, holes and pests.
1. Maximum sweep and crook 3" in 8’ foot log
REQUIREMENTS/TASKS
Contractor/vendor will provide a price for entirety of order including all delivery, handling and offloading charges called out separately from material charges.
Due to the inherent changes in market conditions and availability, the contractor/vendor will provide target delivery dates and target delivery percentages of total order in their bid IF unable to meet delivery dates proposed by NPS.
Notification/confirmation of scheduled deliveries will be made to POC via email no later than 10 business days prior.
HOURS OF OPERATION
All deliveries will be made to the Morristown National Historical Park Maintenance Yard during the hours of 7am – 2pm M-F expect on federal holidays.

Any other day designated by the President as a national holiday. When one of the holidays falls on a Sunday, the following Monday will be observed as a legal holiday. When holiday falls on a Saturday, the preceding Friday is observed as a legal holiday by US Government agencies.
CONFIRMATION OF WORK
All work to be confirmed and subject to Quality Control Methods before being approved by the POC Matthew Jacobs.
CONTRACTOR RESPONSIBILITY
· The contractor shall obtain all necessary licenses and/or permits as required to perform this work.
· He/she shall take all reasonable precautions necessary to protect persons and property from injury or damage during the performance of this contract.
· He/she shall be responsible for any injury to himself/herself, his/her employees, as well as for any damage to personal or public property that occurs during the performance of this contract that is caused by his/her employees’ fault or negligence, and shall maintain personal liability and property damage insurance having coverage for a limit as required by the laws of the State of New Jersey.
· Further, it is agreed that any negligence of the Government, its officers, agents, servants and employees, shall not be the responsibility of the contractor hereunder with the regard to any claims, loss, damage, injury, and liability resulting there from
