About this file

This is a Notice of Intent to award a sole-source purchase order to San Juan County, Utah for the replacement of six cattle guards along county "B" roads. The Bureau of Land Management (BLM) Utah State Office requires the contractor to replace existing gates with cattle guards at BLM allotment/pasture boundaries to prevent gates being left open during grazing season, which currently disrupts livestock movement and causes unintended cattle mixing.

The scope includes purchase, installation, and 20-year maintenance of cattle guards and accessories (bases, grids, wings) meeting San Juan County Road Department specifications. Two Cigarette Cattle Guards will be placed on Road #B239, one Lower Ballies Cattle Guard on Road #B236, and three Harts Point Cattle Guards on Road #B121. The estimated cost is $59,820.00. Maintenance is required every five years. The NAICS code is 238990 with a $19.0M size standard. While this is not a request for quotes, interested parties may submit capabilities statements by February 21, 2025 at 12:00 PM MT. The anticipated award date is March 10, 2025.

Cattle Guards - Monticello San Juan County

The Bureau of Land Management, Utah State Office, intends to award a firm fixed price, sole-source purchase order to the County of San Juan located at 117 S Main St, Monticello, UT 84535- 7866, UEI

WCVABP2FEVA2.

The BLM requires a contractor to replace six (6) existing gates with cattle guards along San Juan County

(SJC) “B” roads. The existing gates are on fence lines that serve as BLM allotment or pasture boundaries.

It is problematic that the gates across these maintained county roads are left open by the public during the authorized grazing season as this disrupts livestock movement, allows for mixing of neighboring cattle, and grazing in unintended areas. The scope of work would include the purchase, installation and future maintenance of the cattle guards and accessories (e.g., bases, grids, wings) for their lifespan of approximately 20 years. These cattle guards would be placed within San Juan County (SJC) Roads and meet SJC Road Department specifications. The proposed cattle guards shall require periodic maintenance by the contractor every five years or so to allow for their continued functionality. The proposed #1 and

#2 Cigarette Cattle Guards shall be located across San Juan County (SJC) Road #B239. The proposed #3

Lower Ballies Cattle Guard shall be located across SJC Road #B236. Additionally, the proposed #4-6

Harts Point Cattle Guards shall be located on SJC Road #B121.

It is in the government’s best interest to work with the county whenever possible, as they can better coordinate the installation and warranted maintenance of these cattle guards across multi-jurisdictional boundaries (e.g. state and patented lands) and they are headquartered in close proximity to public lands in the county. The estimated cost for this requirement is $59,820.00.

This action is under the authority of FAR 13.106-1, for purchases not exceeding the simplified acquisitions threshold. The anticipated award date is 03/10/25. The NAICS code for this procurement is

238990 – All Other Specialty Trade Contractors, with a size standard of $19.0 Mil. Please note that this is not a request for quotes. However, all interested parties that believe they can meet the requirements are invited to submit, in writing, complete information describing their ability to provide the requested service listed above. Deadline date for submittals is 02/21/2025 at 12:00 PM MT.

A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.

Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. For information regarding this notice, please contact Jessilyn Sanborn at jsanborn@blm.gov.
