12 July 2024 Statement of Objectives:

The contractor shall install a groundwater monitoring well in the vicinity of the replaced spill bucket associated with the premium unleaded gasoline underground storage tank (UST) at the AAFES Convenience Store, Building 3703. To avoid underground impediments, including active UST components, the contractor shall provide a private utility locator and an air knife to preclear the drilling location to a depth of five (5) feet below grade surface. Upon completion, the well will be developed and sampled. The contractor shall collect a water sample at the appropriate depth, as specified by the North Carolina Department of Environmental Quality (NCDEQ). Drill cuttings, purge/development water, and investigative derived waste (IDW) will be placed in separate 55-gallon drums, labeled, and staged on-site in a location determined by base environmental personnel (4CES/CEIE). If the removed material cannot be used to fill in the well upon evolution completion, SJAFB 4CES/CEIE shall handle the transportation and disposal costs of the containerized cuttings, development water, and IDW. The contractor shall submit the collected groundwater sample for laboratory analyses of volatile organic compounds (VOCs) and oxygenates using EPA Method 6200B, EDB using EPA Method 504.1, lead using EPA Method 6010B and MADEP Method VPH, in accordance with NCDEQ guidelines. The contractor shall submit a trip blank for laboratory analysis of VOCs using EPA Method 6200B. The contractor shall summarize the results of the monitoring well installation and sampling activities in a Site Check Report. The Site Check Report shall include all appropriate maps, laboratory analytical data, copies of laboratory reports and chains-of-custody, data interpretation, conclusions, and recommendations. This report shall be sealed by a North Carolina licensed geologist or engineer and will be suitable for submittal to NCDEQ.

Note: If the initial testing does not come back satisfactory, the well must remain open and additional testing is likely. This will be determined and if necessary, a modification for additional testing can be anticipated. After all testing is satisfactory, then the well can be filled back in with the appropriate soil.
