About this file

This document is a Sole Source/Brand Name Justification memorandum for a specialized Acoustic Emission (AE) testing and monitoring system. The Naval Surface Warfare Center Carderock Division (NSWCCD) intends to procure a prototype four-channel fiber-optic AE sensor system from Michigan State University (MSU), developed by Dr. Ming Han's research group. The system is designed for structural health monitoring of Navy assets like ships, submarines, and unmanned vehicles, with capabilities to detect and monitor the initiation or growth of cracks through innovative sensor technology.

The justification highlights the unique technical advantages of MSU's fiber-optic AE sensors, including high sensitivity, omnidirectional response, resistance to environmental stresses, and cost-effectiveness. The procurement is critical for the Navy Fleet, as current crack monitoring methods are expensive and time-intensive. The required delivery date is no later than August 30, 2025, and the acquisition is being processed under the Simplified Acquisition Threshold (SAT), with the sole source justification based on MSU's proprietary sensor design and innovative approach to structural health monitoring.

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective November 2023

MEMORANDUM FOR FILE

FROM:

CODE: 654

TO: Code 02 SUBJECT: Sole Source/Brand Name Justification / Limited Source Justification for Use of Other than Full &

Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE (include manufacture/sole source name and address)

Acoustic Emission (AE) testing is a non-destructive testing method that detects and monitors the release of ultrasonic stress waves from materials under stress, allowing for the identification of defects and potential failures before they become catastrophic. Compared with traditional piezoelectric AE sensors, fiber-optic AE sensors offer advantages like small size, light weight, electromagnetic interference immunity, remote monitoring, and harsh environment capabilities.

The required delivery date (RDD) for the purchase is NLT Aug 30, 2025.

MANUFACTURER: Michigan State University (MSU), ADDRESS: 428 S. Shaw Lane, Rm. 2120, Engineering Building, Electrical & Computer Engineering East Lansing, MI 48824-1226

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

A. BRAND NAME:

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

3. Other Reasons:

B. SOLE SOURCE (select all that apply)

The proposed procurement is for highly specific structural health monitoring hardware (SHM) which can detect the initiation or growth of cracks in Navy structures (ships, submarine, unmanned vehicles, etc.). New capabilities for updating ship and sub digital twin are currently funded by PMS 394 SSW programs. To update digital twins, several types of sensors must be integrated into shipboard platforms. One such novel sensing system Under the support of ONR, Dr. Ming Han’s group at Michigan State University (MSU) has developed fiber-optic AE sensors that have addressed these challenges and show great promise for practical AE testing applications.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment

3. Other Reasons:

The Navy Fleet will suffer if Code 654 is unable to complete the procurement. Currently, several LCS assets have active cracking, which currently only can be monitored through expensive, time-intensive inspections during ship availabilities. Through innovations in sensor design, fabrication, and demodulation, Dr. Ming Han’s group at Michigan State University (MSU) has achieved high sensitivity, omnidirectional response, resistance to environmental stresses, polarization-insensitive operation, self-phase-calibration capability, and cost-effectiveness sensors. In this project, MSU will construct and deliver a prototype four-channel fiber-optic AE sensor system.

C. LIMITED SOURCE (FAR 8.405-6):

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.
