About this file

This document is a Request for Information (RFI) for the Modernization of Reactive Skin Decontamination Lotion (RSDL), a U.S. Food and Drug Administration (FDA) approved product. The RFI is issued by the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Medical (JPM CBRN Medical) and the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND).

The key requirements outlined in the RFI include: 1) Equal or higher efficacy as the current RSDL in removing and decontaminating residual chemical agent on the skin, 2) The ability to be stored without the use of controlled temperature and humidity, 3) A shelf life greater than five years, 4) The ability to be reshelved after distribution, if not used, and 5) Availability in both a personnel spot decontamination form and an approved form to support bulk use in a mass casualty scenario. Respondents are requested to provide a company description, past performance, a modernization plan, and a non-binding rough order of magnitude cost. Responses to the RFI are due by COB on May 31, 2024.

Performance Objectives:

a. Equal or higher efficacy as the current RSDL® in removing and decontaminating residual chemical agent on the skin, demonstrated by in vivo protective ratios against exposures to chemical threats

b. A product that can be stored without the use of controlled temperature and humidity

c. Shelf life greater than five (5) years.

d. A product able to be reshelved after distribution, if not used.

e. A product available in a personnel spot decontamination form, and also in an approved form to support bulk use in the event of a mass casualty scenario.

3. Modernization Plan (three (3) page maximum).

• Describe and discuss approaches to address the requirements in the Performance Objectives section; innovative approaches that do not precisely match the above Performance Objectives can also be included.

• Provide a plan that outlines a schedule necessary to meet the overarching program goals.
