About this file

This file contains questions and responses from a Request for Proposals (RFP) issued by the Boston Region Metropolitan Planning Organization (MPO) in Massachusetts for modeling consultant services to support travel demand modeling capabilities. The RFP seeks proposals for technical modeling support, documentation, training, and strategic guidance for the MPO's transportation planning initiatives, with proposals due October 9, 2026. The engagement is intended to strengthen the MPO's modeling infrastructure and analytical capabilities while building internal capacity for travel demand modeling. Selection criteria include technical competence, relevant experience with regional travel demand models, understanding of the Boston region's transportation system, proposed methodology, cost-effectiveness, and ability to work collaboratively with MPO staff. The contract will be funded through federal transportation planning grants.

The RFP clarification document addresses key submission requirements and evaluation criteria, including confirmation that consultants may submit limited exceptions to contractual terms as redlines, flexibility on proposal file naming conventions, and exemption of font requirements from cover pages and graphics. Subconsultants are not required to complete forms, though the awarded vendor must include federal flow-down provisions in subcontracts. Price proposals must include a list of tasks with hours, hourly rates, estimated costs, and percent of project hours using the template provided in Section 8, page 37. A critical qualification requirement limits eligible experience to travel demand model development projects completed for MPO or Department of Transportation statutory planning purposes within the past five years, explicitly excluding investment-grade model development work for corridor-level toll and managed-lane studies, regardless of comparable methodologies or scale.

Model Support RFP Questions and Responses

1. Can MAPC confirm whether consultants are allowed to submit exceptions to the contractual terms with their proposals?

Response: Yes, limited exceptions that do not materially deviate from the contractual terms may be submitted, MAPC does not guarantee that all requested changes will be granted. Exceptions should be submitted as redlines to the contract.

2. Can you please clarify if the following requirement applies to the PDF file name or the title of the proposal “'Technical Proposal submission should include in the file name: “Technical Proposal for Boston Region MPO MODEL SUPPORT” and Proposer Name”

Response: There are no requirements regarding the file name, if it is clear which is the technical and which is the price proposal.

3. Does the font requirement apply to the cover, graphics, or dividers?

Response: No.

4. Are subconsultants required to complete any forms, if so please specify?

Response: As CTPS will not be contracting with subcontractors, the only required signatory is the bidder. However, in as much as federal funds are being used for this project, the awarded vendor will be required to include flow down provisions in subcontracts that support the project work.

5. Is the proposal signature page required to be the first page of the technical proposal or can we include a cover and table of contents before the signature page?

Response: The cover and table of contents may be included before the signature page.

6. Page 26 – 6.3 Price Proposal, states “Please provide a pdf document that contains a list of tasks as well as their hours, hourly rate, estimated cost, and percent of project hours. A reference price proposal form can be found in Section 10.” Section 10 does not include the referenced price proposal form, can you please provide this?

Response: The price proposal template is provided in Section 8, page 37.

7. Section 5.3(a) requires evidence of having led or been a primary entity on a successfully completed regional or statewide travel demand model development project of comparable size and scope within the past five years. Would the Agency consider investment-grade travel demand model development and calibration work performed for corridor-level toll and managed-lane traffic-and-revenue studies — which involves comparable trip-based model estimation, network coding, and calibration-to-observed-data methodology, typically at a sub-regional or multi-county scale — to be responsive to this requirement, or is the requirement strictly limited to models developed for MPO/statewide statutory planning purposes?

Response: The requirement is limited to models developed for MPO / DOT statutory planning purposes.
