This is a Request for Proposals (RFP) issued by Oregon Cascades West Council of Governments (OCWCOG) in partnership with Oregon State University (OSU) and Linn-Benton Community College (LBCC) for engineering and design services to create two mobility hubs located on the OSU campus in Corvallis and the LBCC campus in Albany. The RFP seeks a consultant team to develop plans, specifications, and estimates for these facilities, which will serve as consolidated transit centers integrating multiple transportation services including transit, bikeshare, and taxi services across the Linn, Benton, and Lincoln County region. The scope of work includes project meetings, design workshops to identify best practices, comprehensive site design and engineering for both locations, and procurement of land use and environmental permits. Deliverables are required at three design phases: 30% conceptual design by March 1, 2022; 60% preliminary design by an intermediate deadline; and 90% final design and bid-ready package by March 30, 2023. Proposals must be submitted via email to rfp@ocwcog.org by 11:59 PM PST on November 3, 2021, with a public opening held via Zoom. The contract term extends from the date of procurement through June 2023.

The RFP requires proposers to meet threshold requirements including Commercial General Liability insurance ($1,000,000 per occurrence/$2,000,000 general aggregate), Professional Liability insurance ($1,000,000 per claim with 24-month tail coverage), Workers Compensation coverage, and Oregon business authorization. Funding is provided through Oregon's Statewide Transportation Improvement Fund. Evaluation criteria emphasize similar work experience (40 points), technical qualifications (40 points), understanding of the work (20 points), and additional consideration for Oregon-certified disadvantaged businesses including minority-owned, woman-owned, service-disabled veteran-owned, and emerging small businesses. The selected consultant will be required to submit a detailed cost proposal following notification of apparent successful selection, after which OCWCOG will negotiate scope, schedule, and contract terms. The RFP is open to all qualified vendors; no incumbent information or specific budget ceiling was disclosed in the documentation.

PURPOSE

This Request for Proposal (RFP) is being issued by Oregon Cascades West Council of Governments (OCWCOG). The purpose of this notice is to invite vendors to submit their proposals to provide plans, specifications, and estimates for (2) new mobility hubs, one each on the campus of Oregon State University (OSU) and Linn-Benton Community College (LBCC). For the purposes of this RFP, a mobility hub is defined as a location where people can find and use a variety of transportation services, including but not limited to transit, bikeshare, and taxi services. All notices related to this RFP will be posted on the OregonBuys which is accessible at: https://oregonbuys.gov/

ABOUT THE ORGANIZATION

The Oregon Cascades West Council of Governments (OCWCOG) is organized under Oregon Revised Statutes Chapter 190 as a voluntary-created intergovernmental council formed by Benton, Linn and Lincoln counties. The council was chartered as a Type B Area OCWCOG on Aging in 1982. The purpose of the Council is to be aware of and facilitate communication relating to the region’s physical and social condition, provide staff resources to local governments to assist in programs or activities that are locally beneficial. Operations include services to elderly and/or disabled persons in economic or social need, veterans, loan packaging, and assistance to member cities and counties in economic planning and development. Funding for programs and administration is received under the Federal Older Americans Act, Oregon Project Independence, Social Security Act – Title XIX, federal grants and loans, State of Oregon programs, other local governments, fund raising, community groups and individual donations. Most of its funding is provided by way of contracts to administer specific services. More information is available at OCWCOG’s website, www.ocwcog.org.

SCOPE OF WORK

Introduction:

OCWCOG, in partnership with Oregon State University (OSU) and Linn Benton Community College (LBCC), seek to design two mobility hubs to enhance transit coordination across the Linn, Benton, and Lincoln County region.

There are currently seven transit providers operating throughout the region, and both OSU in Corvallis and LBCC in Albany serve as key destinations and transfer points between transit providers. Due to these factors, the current transit stops at OSU and LBCC are designated as Key Transit Hubs by the Oregon Department of Transportation (ODOT). OCWCOG has received funding through Oregon’s Statewide Transportation Improvement Fund to expand these locations into mobility hubs and is seeking a consultant team for engineering and design.

http://www.ocwcog.org/

Consultant would be asked to perform the tasks outlined below.

Task1: Project Meetings

• Kickoff meeting with project staff and partners

• Two longer workshop style meetings, one to gather input for initial design needs and the second to receive feedback on draft designs

• Monthly project meetings

• Additional meetings as needed

Task 2: Design Workshops

Consultant will create a technical memo and presentation outlining current best-practices for mobility hub transit facilities. These products will be shared with project staff and the mobility hub elements most suitable for the OSU and LBCC locations during a design workshop will be recommended.

Task 3: Site Design and Engineering

Consultant will develop plans, specifications, and estimates for two mobility hubs, one each on the campus of Oregon State University (OSU) and Linn-Benton Community College (LBCC). The mobility hub at OSU will be served by the Linn-Benton Loop, Corvallis Area Transit, OSU's Beaver Bus, and new statewide transit network service operating on Hwy 99W. It also may connect with the Coast to Valley and private inter-city providers such as Flix bus and Boltbus. The mobility hub at LBCC will be served by the Linn-Benton Loop, Albany Transit, and the Linn Shuttle.

Consultant will prepare site plans and design details for the facility, including the parking lot areas, adjacent streets and driveway entrances, streetscape and landscape plans for the entire facility including the fencing, sidewalks, green space, grading and utility layouts, and signage structure. Plans must comply with all planning documents and design & construction standards of OSU and LBCC, as well as the requirements of the cities of Corvallis and Albany.

Each transit hub may have amenities such as:

• Shelter(s)

• Electronic reader board

• Multiple bus bays

• Curb space for use by Transportation Network Companies

• Bike boxes

• Micromobility parking such as a bike share docking station and a scooter share pod

This list is not exhaustive, and additional requirements may be identified as the project develops.

Consultant will complete work according to the following schedule:

a. At 30%: project conceptual layout design and design alternatives. Preliminary cost estimates, survey work, and DNR coordination resulting in final NEPA concurrence will be provided at this stage.

b. At 60%: project preliminary design (plans, elevations, and specifications), and preliminary construction schedule and revised cost estimates.

c. At 90%: project final design (plans, elevations, and specifications) and revised cost estimates. A final construction bid ready package will also be required at this stage.

Task 4: Land Use and Environmental Permits

After site design is complete, Consultant will procure local land use permits and complete any required NEPA documentation. Oregon State University has a particularly detailed project approval process that will need to be coordinated with University Land Use Planning staff, as well as City of Corvallis.

QUALIFICATONS

Consultant must have appropriate professional credentials to perform the work outlined in the proposal. Consultant shall be duly authorized by the State of Oregon to transact business in the State of Oregon before executing the Contract and throughout the Contract term.

If OCWCOG and the apparent successful Proposer are not able to come to terms that satisfy OCWCOG’s project, policy and budget needs in a timely manner, as determined solely in the discretion of OCWCOG, OCWCOG may inform the apparent successful Proposer that the proposal is rejected and inform the next best ranked qualified proposer, review the cost proposal and negotiate with that proposer, and follow the same process with each qualified proposer until an agreement is reached or OCWCOG determines that the RFP should be cancelled. Each proposer must review the attached Sample Contract and note exceptions.

Proposer must submit those exceptions to OCWCOG prior to the Questions / Requests for Clarification deadline set forth under the RFP Schedule (See under Selection Process, Section A, under number 2. herein). Outside of the cost proposal, it may be possible to negotiate some other provisions of the final Contract; however, OCWCOG is not required to make any changes and many provisions cannot be changed. Proposer is cautioned that OCWCOG believes modifications to the standard provisions constitute increased risk and increased cost for our agency. Therefore, OCWCOG will consider the Scope of requested exceptions in the evaluation of Proposal.
