American Embassy San Salvador

PRE- SOLICITATION NOTICE

Please note that this solicitation is not ready for issuance at this time. The U.S. Embassy San Salvador will publish the solicitation on SAM.gov once it becomes available.

The U.S. Embassy San Salvador, located in El Salvador, has a requirement for official cellphones and land lines services. The anticipated performance period consists of one base year with four one-year option periods, which may be exercised at the Government’s discretion. All responsible sources may submit a quotation for consideration.

The Government intends to award a contract to the responsible offeror whose quotation represents the best value, using the tradeoff source selection process authorized under FAR 15.103-1. The solicitation will specify whether all evaluation factors other than cost or price, when combined, are significantly more important than, approximately equal to, or significantly less important than cost or price. Prospective offers must still meet the responsibility standards in FAR 9.104 and comply with all solicitation requirements to be eligible for award. The Government reserves the right to award the contract based on initial quotations received, without conducting discussions. The resulting contract will be a firm-fixed-price type contract.

Notwithstanding FAR 4.203-1(b)(5)(ii), the contracting Officer has determined that it is in the best interest of the U.S. Government that quoters be registered in the SAM (System for Award Management) database at https://www.sam.gov at the time of submitting a proposal and at the time of award.

Please submit your offer in PDF format to the designated email address no later than the date and time specified in the solicitation.
