About this file
This document is a Justification and Approval (J&A) for Other Than Full and Open Competition for the repair and calibration of Mobile Automated Scanner Systems (MAUS) for the Oklahoma City-Air Logistic Complex (OC-ALC).
The 76th Aircraft Maintenance Group has a sole source commercial requirement for MAUS repair and calibration services from FY 2024 through FY 2026. The Air Force Sustainment Center plans to establish a Firm Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) commercial contract for these services. The maximum ceiling value is not provided. The contractor shall provide labor, tools, equipment, test equipment, materials, parts, quality control, transportation, and inspection manuals to perform tiered levels of MAUS repair and commercial calibration and certification as required. Market research identified NDTS (formerly NTS) as the only approved retailer of Boeing's MAUS technology and the only contractor authorized to repair the MAUS mobile system. The contracting activity will determine price fair and reasonableness prior to award.

Five individual contractors were identified as possible sources.
Boeing maintains exclusive rights to the technology associated with the MAUS. There is no other instrument on the market that can perform all the same inspections. Research has identified NDTS (formerly NTS) as the only approved retailer of Boeing's technology and the only identified contractor authorized to repair MAUS Mobile.
In accordance with FAR 5.201, all requirements utilizing this J&A must be synopsized and the solicitations for each individual acquisition utilizing this J&A must be posted to the Government Point of Entry. If there is a change in the marketplace leading to a competitive environment, full and open competition will be considered and utilized to the maximum extent practicable.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The contracting activity (AFSC/PZIM Tinker) will be required to make an individual determination of price fair and reasonableness IAW FAR 13.106-3(a) (simplified acquisitions) or FAR 15.403-3(c)(1) (negotiated acquisitions) prior to award.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (334118) looking for companies that could repair an MAUS Mobile System. A review of small businesses to include 8(a), HUBZone, SDVOB, WOSB, EDWOSB, and any minority owned was conducted in search of a company that could repair a MAUS Mobile System.
It has been verified through Boeing (the owner of the required proprietary data) that they only authorize NDTS access to said data. An Email from NDTS then confirmed that they have zero companies authorized to repair the MAUS mobile system and are the only source of repair. NDTS is the Original Equipment Manufacturer (OEM) of the MAUS mobile system and who the government is requesting sole source approval to use. This was obtained through an email dated June 2, 2023.
Because NDI is such a specialty market independent research started by consulting other NDI experts within the industry to include but not limited to, OO-ALC NDI program manager, WR-ALC NDI program manager and AFSC NDI program manager in an effort to ensure as many potential sources as practical were considered.
Concurrently individual research reviewed individual capabilities and general market availabilities.
This initial effort identified five (5) potential sources. All potential sources attended and were interviewed by engineering at the annual
The outline below describes the top-down approach of how each company was evaluated
1. Primary capabilities included companies that poses equipment similar to MAUS Mobile Systems;
NDI C-Scan equipment and identified, (5) potential companies met this requirement.
