About this file

This is a Sole Source Justification (SSJ) document for a Mass Notification System (MNS) maintenance and expansion contract at Robins Air Force Base. The document supports a sole-source award to Federal Signal Corporation for a 5-year contract with five ordering periods, starting 01 August 2025 and ending 31 July 2030. The requirement includes annual maintenance of the existing MNS system and expansion to 26 indoor buildings, with an estimated total contract value redacted.

Market research was conducted through internet searches, Small Business Administration database queries, and a Sources Sought notice on SAM.gov. Two potential vendors (ANS Services LLC and BHPE) were identified but deemed not capable of meeting the requirement. Federal Signal was confirmed as the sole vendor due to proprietary software and signaling methods, with no authorized resellers. The government determined that integrating alternative vendor systems would be cost-prohibitive, justifying the sole-source approach. The contract is classified as a commercial requirement used by both military and commercial industries.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A Sources Sought (SS) notice was issued on SAM.gov on 21 March 2025 under Notice ID Mass “Notification_System_Robins_AFB_SS” with responses due by 31 March 2025. The notice was subsequently updated on 31 March 2025 with an updated response date of 04 April 2025. Two vendors, ANS Services LLC (CAGE: 52JZ5) and BHPE (CAGE: 9SWS7) responded to the notice and expressed interest. ANS Services and BHPE did not provide how they can meet the requirement, so follow-up emails were sent but no evidence was provided of their capabilities, therefore both were determined not capable.

This requirement will be synopsized in accordance with FAR 5.201 on the SAM.gov web page citing conditions which preclude full and open competition. It is anticipated that sources having an interest in subcontracting may be identified through synopsis. Any source who responds to the Government as a result of this synopsis will be identified to the prime contractor as a potential subcontracting possibility.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Contracting will ensure that the anticipated cost will be fair and reasonable based on price analysis for similar services offered in the commercial marketplace. Certified cost and pricing data is not required, but other than cost or pricing data may be obtained if necessary.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

In accordance with FAR Part 10.001 and 10.002, market research was conducted by the 78 ABW/ SCOV to identify sources capable of providing this service or similar services. The Streamlined Market Research and Acquisition Approach report was completed on 12 March 2025.

Market research techniques used were internet searches and a Small Business Administration (SBA) Dynamic Small Business Search (DSBS) using North American Industry Classification System 334290, with the search term "mass notification." The SBA DSBS yielded limited results. Two potential vendors were identified, Eastern Fire & Safety, LLC (CAGE: 6L8V8) and Deep Blue Integration Inc. (CAGE: 5WDW8). While both vendors have similar equipment and can provide support for their equipment, they are not capable of maintaining the Federal Signal MNS, therefore determined not capable.

A Sources Sought (SS) notice was issued on SAM.gov between 21 MAR 25 to 4 APR 2025. Two vendors (ANS Services LLC and BHPE) responded to the notice and expressed interest. ANS Services and BHPE did not provide how they can meet the requirement IAW the SS. Federal Signal owns the proprietary software used to operate the Mass Notification System used at Robins AFB.

Although research determined that there are other manufacturers that provide similar systems and

Federal Signal was contacted on 08 April 25 and confirmed they have no authorized resellers who can fulfill this requirement.

This is a commercial requirement as defined by FAR2.101. MNS is used by both military and commercial industry.

The market research concluded that Federal Systems is the only vendor capable of fulfilling the Government's requirements.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

None

X. List of any sources that expressed, in writing, an interest in the acquisition.

See Section VI above

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

At this time, Robins AFB has no plans to remove or overcome barriers to competition. There are no plans to replace the existing MNS. In an effort to remove or overcome barriers to competition, the market will be scanned for new companies that could satisfy the Government's future requirements.

Where possible, the government will make future requirement descriptions suitable for full and open competition.

The prior sole source justification plan to overcome barriers to competition was to scan the market frequently for new companies that could satisfy the government's requirements. The Government completed the prior plan, but it was determined not cost effective to change vendors. Based on fulfillment of the prior plan, the current SSJ does not require higher level approval in accordance with DFARS 213.501(a)(i).

XII. Certification by the Contracting Officer.

As evidenced by my signature above, I have determined this document to be both accurate and complete to the best of my knowledge and belief.

XIII. Certification by the technical/requirements personnel.
