About this file

This is a Scope of Work document for the Montana Army National Guard's requirement to procure seven Mobile Marksmanship Training Simulator (MMTS) systems. The systems must comply with TC 3-20.40 training doctrine and provide Table II Preliminary Live-Fire Simulations capability to enable Soldiers to demonstrate weapons proficiency in a virtual environment prior to live-fire qualification events.

The hardware must be portable and compartmentalized for transport, operate on standard 110V electrical power, have a projection requirement of 10 feet or shorter, and support minimum two firing lanes. The system must have been assessed by the Maneuver Center of Excellence to meet Table II requirements. Required software includes shoot/no-shoot scenarios, Individual Weapons Table II Course of Fire, Known Distance Range, Preliminary Marksmanship Instruction, skill drills, VBS3 and VBS4 compatibility, and Army Training Information System (ATIS) or Learning Record Store/xAPI data communication capabilities. Each system must include two M17 dry fire and recoil weapons, two M4 dry fire and recoil weapons, two M249 recoil weapons, 16 M4 round count magazines, and a CO2 refill station, with provisions to add custom weapon systems. Delivery to Fort Harrison Warehouse, Montana must occur within 90 days or less. Additional requirements include minimum eight hours of in-person operator and maintenance training and a minimum five-year system warranty. The systems must comply with TC 3-20.40, TC 3-22.9, DA PAM 350-38, and applicable DoD and Army regulations, and must capture Soldier data for DTMS Table II qualification updates.

MTARNG 03 March 2026

Montana Army National Guard (MTARNG)

Scope of Work

1) Summary This request is for (7) Mobile Marksmanship Training Simulator(s) for the MTARNG.

2) Purpose / Requirements

Per TC 3-20.40, a pre-requisite to live fire is to conduct Table II, Preliminary Live-Fire Simulations. “Table II, PLFS, is a simulations-based demonstration of the Soldiers’ performance while applying the primary capabilities of their weapon in a virtual environment. Table II is the culminating event for the weapon’s simulations training strategy. Table II is a replication (simulation) of the weapon’s live-fire qualification course and provides a measured demonstration of the Soldier’s performance prior to any live-fire event with the weapon.” Mobile Marksmanship Training Simulator (MMTS) provides a portable, tether-less, pneumatic recoil weapons simulator that, according to the Chief, Directorate of Training and Doctrine, completely meets all the requirements for the Individual Weapons Table II.
