About this file
This document provides an overview of an upcoming design-build solicitation for seismic retrofit and limited modernization work at the Mike Mansfield Federal Building/Courthouse in Butte, Montana. The General Services Administration Public Buildings Service Region 8 will issue the solicitation seeking proposals to perform a full building seismic retrofit, replace the HVAC systems with either air source variable refrigerant flow and electric backup or geothermal water-to-water heat pumps and electric boiler backup, replace building waste and vent and domestic water piping, complete accessibility upgrades, and conduct historic renovation and envelope upgrades including facade repairs and re-roofing. The solicitation is expected to be released in March/April 2024 with technical proposals due in April/May 2024. Up to three offerors will be shortlisted to submit technical and price proposals in Phase 2, with final selection and contract award anticipated in September/October 2024. Evaluation factors include technical approach, qualifications, design concept, key personnel, management plan, and sustainability. Sustainability and project labor agreement factors each account for 15% of the evaluation.
