About this file
This is a Sources Sought notice from the ICBM Minuteman III (MMIII) Systems Program Office at Hill AFB seeking qualified firms to support the replacement of flight control units for Minuteman Stage I, II, and III Motors. The project requires a fit/function/interface drop-in replacement of flight controls for each stage, including thrust vectoring and roll control systems for missile pitch, yaw, and roll axes. The scope includes depot and field-level support equipment and raceway cables for power and signal transmission.
Responses are due by March 3, 2025, at 12:00 MST to Michelle Love or Joseph Merriam. Submissions must not exceed 10 pages and should detail the firm's capabilities in designing and manufacturing flight controls, support equipment, and raceway cables, particularly experience with 4-nozzle vectoring design and Liquid Injectant Thrust Vector Control approaches. Companies must provide past performance examples (maximum 3 projects within last 10 years) and ROM pricing for 600 operational Boosters. The opportunity falls under NAICS codes 336414, 336415, and 541715, with no set-aside restrictions. This is for market research purposes only, with no cost reimbursement for responses.

GENERAL INFORMATION:
The ICBM Minuteman III (MMIII) Systems Program Office at Hill AFB, requests letters of interest from qualified firms interested in performing work in support of the replacement of the flight control units for the Minuteman Stage I, Stage II, and Stage III Motors. This includes, but is not limited to, the controls that provide thrust vectoring as well as roll control for the missiles pitch, yaw and roll axes. The MMIII Systems Program Office is seeking interest in doing a fit/function/interface drop-in replacement of the flight controls for each stage. This replacement must meet all weapon system requirements including hardness and provide potential Mean Time Between Failure (MBTF) upgrades by technical insertion of proven technologies while recognizing existing motor architecture. The scope of this effort must also include the disparate support equipment elements that are needed at the depot and field level repair areas and the applicable raceway cables to provide signals and power to the various flight controls.
SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT
SYNOPSIS:
Please include a narrative to answer each of the following questions: (Total number of pages shall not exceed 10, Times new Roman, 12pt.)
(1) Name of firm, address, point of contact, phone number, and email address.

(3) Your intent to submit a proposal for this project when it is formally advertised.
(4) Your firm’s capability to perform a contract of this complexity. Please include the following:
• Include offeror's capability to design and implement the production and manufacture of flight controls for each stage
• Include offeror’s capability to produce the support equipment necessary to checkout and test the flight controls to determine serviceability
• Include offeror’s capability to produce the raceway cables for each stage
• Capabilities should include the experience with the vectoring of a 4-nozzle design, as well as the Liquid Injectant Thrust Vector Control (LITVC) approaches for the fixed Nozzle nature of Stage II and III.
• Your experience with comparable work performed within the past ten (10) years:
o Brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project; no more than 3 examples of projects performed for review
• Proposed approach for the execution of the contract including delivery of the flight representative articles, support equipment and proposed testing for suitability and the identification of any impediments for execution including the de-confliction of activities with Sentinel
• Budgetary estimates for Rough Order of Magnitude (ROM) of the work to complete flight sets to support 600 operational Boosters; Include breakouts for the respective flight controls, Test equipment, and Raceway Cables as appropriate.
