About this file

This is a Market Research Survey conducted by the Defense Logistics Agency (DLA) Troop Support to gather information on procurement strategies for the Multiple Leg Sling (NSN: 3940-01-541-1084), a lifting device with two separate eyes for attachment to picking points. DLA anticipates issuing a solicitation for this item under an Indefinite Delivery Indefinite Quantity (IDIQ) contract with a potential term exceeding one year and the possibility of option periods, though the total contract term will not exceed five years. The survey is for informational purposes only and does not constitute a binding solicitation or Request for Proposal. Respondents are requested to return completed surveys to Nicole Scott (Nicole.Scott@dla.mil) by July 27, 2026.

The survey requests detailed information from potential vendors regarding their business classification (large or small business, manufacturer or dealer), inventory status, production lead times, and pricing. Key topics addressed include product commerciality, manufacturing capabilities, delivery and storage capacity, supply chain details (including domestic versus foreign material sourcing), warranty and quality standards, past government contracting experience, and system capabilities such as Electronic Data Interchange (EDI). The government estimates an annual requirement of 45 units with an estimated delivery time of 45 days. Respondents must provide company contact information, CAGE code, SAM registration verification, and socioeconomic status documentation. The material will undergo First Article Testing (FAT) if a solicitation is issued. Respondents are advised that DLA will not reimburse any costs associated with survey completion and that responses should not include proprietary information.

SUBJECT: MARKET RESEARCH

NOMENCLATURE: Multiple Leg Sling (NSN: 3940-01-541-1084)

Defense Logistics Agency (DLA) Troop Support is conducting market research on the above-mentioned item to determine an acquisition strategy that will enhance our support of military customers worldwide. DLA Troop Support would appreciate your company sharing its expertise and insight into how this item can be most efficiently procured.

DLA Troop Support anticipates issuing a solicitation for the Multiple Leg Sling under an Indefinite Delivery Indefinite Quantity (IDIQ) Contract. Any resultant contract may be for a term longer than one year. Furthermore, it may contain an option to extend the term of the contract. If an option to extend the term of the contract provision is included in the solicitation, each option term would be one year. However, the total contract term will not exceed five years. The answers to the questions concerning pricing will be one of the factors that will help the Government determine the term of the contract.

This is not a Request for Proposal. This inquiry should in no way be interpreted as a solicitation for offers. This Market Research Survey is for informational purposes only. No information provided in response to this inquiry will be considered binding between the vendor and the Government. With these facts in mind, it is requested that you review the Multiple Leg Sling and answer the questions on the attached pages. The answers you provide will remain confidential. Please return this survey to Nicole Scott via email at Nicole.Scott@dla.mil no later than Friday, July 27, 2026. Thank you for your time and consideration.

Sincerely,
Nicole Scott
Contracting Officer
