About this file
This is a Justification and Approval (J&A) document for use of other than full and open competition issued by the Department of the Navy's NAVSUP Weapon Systems Support in Philadelphia.
The document justifies the award of a contract through limited competition to a single source for the repair and overhaul of a Pedestal Assembly, Part Number 123SCAB101-301, with NSN 7RH 1680 015612491 E7. The requirement was initially awarded on July 21, 2025, as a Micro-Labeling Order (MLO) below the Simplified Acquisition Threshold (SAT) at an undisclosed unit price. A definitized proposal was later provided that exceeded the SAT at an undisclosed unit price, necessitating this J&A document. The Navy lacks the necessary repair data, supporting test equipment, and specifications required to repair the item, and only the identified single source possesses the requisite technical expertise, data, and test equipment to ensure proper fit and function. Market research confirmed that the technical data is insufficient for developing new sources, and no Source Approval Requests have been received from other potential suppliers. The contracting officer determined that the anticipated cost will be fair and reasonable based on cost analysis and comparison with actual incurred costs. NAVSUP WSS has no current plans to compete future contracts for this item but will advertise future requirements on the government-wide point of entry and assess competition feasibility if another manufacturing source emerges. The J&A was approved by the contracting officer, as the contract value falls within the $250,000 to $750,000 approval level.

Only has the sufficient data, technical expertise, and the necessary test equipment to ensure the item’s proper fit and function. Since the Navy does not possess sufficient information such as any drawings, specifications, test equipment/procedures, a full and open competitive solicitation could not be supported. NAVSUP-WSS must procure repair of the item from

SUMMARY OF MARKET RESEARCH:
The latest configuration has been checked and all records (ITIMP, JDRS/ASE, etc.) have been properly aligned, identified, and documented. This item’s criticality has not yet been determined. However, the data necessary to solicit this item from sources other than is not physically available and is uneconomical to obtain.
The available technical data is insufficient for the development of new sources. Source Development Department files indicate no Source Approval Request (SAR) has been received from any party interested in becoming an approved source. the only approved source when the MLO was initiated.
7. DETERMINATION OF FAIR AND REASONABLE COST
The Contracting Officer hereby determines that the anticipated cost to the Government will be fair and reasonable. Utilizing cost analysis, and comparison with actual incurred costs to date should ensure negotiations conclude with a fully supported price reasonableness determination.
8. ACTIONS TO REMOVE BARRIERS TO FUTURE COMPETITION.
For reasons set forth in Paragraph (5 & 6), NAVSUP WSS has no plans at this time to compete future contracts for the subject item covered by this document. If another potential manufacturing source emerges, NAVSUP WSS will assess whether competition for future requirements is feasible.
