This Request for Proposal is issued by Martin Luther King, Jr. Charter School of Excellence in Springfield, Massachusetts for the procurement and installation of a new public address (PA) system to replace its dated and unreliable existing system. The school seeks a comprehensive PA system solution including new wiring, speakers, strobe lights, horns, and associated hardware and software to serve 40 classrooms, 24 hallway locations, the gymnasium, music room, cafeteria, and outdoor areas. The system must support general announcements, emergency notifications, and bell scheduling with two-way communication capabilities, integration with the school's existing Zoom VoIP system, and future expandability. A mandatory pre-bid meeting is scheduled for Monday, November 9, 2026 at 10:00 AM. Sealed bids are due by 4:00 PM on Monday, December 7, 2026. The award decision is anticipated for Monday, January 4, 2027, with board approval on January 17, 2027. The project is scheduled to commence on Thursday, July 1, 2027 and must be completed by Friday, July 30, 2027, with work performed between 7:00 AM and 3:30 PM on weekdays and potentially weekends.

Bidders must provide itemized pricing for all materials, software, delivery, installation, maintenance, and warranty with one-year and three-year options. All prices must be inclusive of applicable taxes and permits and remain valid for twelve months from the bid submission date. The school is exempt from sales taxation on tangible personal property, though this exemption does not apply to materials deemed components of a construction project. The state of Massachusetts requires prevailing wage payment for projects exceeding $10,000 financed with state funds. Contractors must provide Performance and Labor and Material Payment Bonds in amounts equal to 100% of the contract sum. Bidders must submit a sworn and notarized Family Disclosure Affidavit with their proposals and provide references from similar installations. The school reserves the right to reject any or all bids, award in part or in total, negotiate with proposers, request an on-site proof of concept at no cost, and seek clarification during evaluation. The selection criteria emphasize product quality, bidder qualifications and experience, total proposed cost, support and service capabilities, warranty and maintenance terms, and the solution's ability to meet current and future needs.

Section 1 – GENERAL INFORMATION

1.1 – Background

Through high expectations, a structured academic environment, and positive character development, Martin Luther King, Jr. Charter School of Excellence ensures that every student in kindergarten through grade 5 is equipped to think critically, communicate clearly, and are empowered with a strong ethical foundation to be set on the path for success in college, career, and life. The school incorporates Dr. King’s commitment to the highest standards in scholarship, civic participation, and the ideal of the beloved community.

The PA system is dated and unreliable. Many speakers are not working. We are seeking to replace the PA system throughout the entire campus location.

Martin Luther King, Jr. Charter School of Excellence invites vendors to submit proposals in accordance with the terms and conditions of this Request for Proposal (RFP). Responses from all prospective vendors should address pricing, service descriptions, and warranties included.

Our goal is to acquire a new PA system that will fit the requirements necessary for the school. The PA system will be used for general announcements, emergency announcements, and bells. Two-way communication is preferred. The speaker’s locations for the school are specified in the appendix. Some locations have an existing speaker, and some locations do not.
