About this file
This document is a justification and approval for use of other than full and open competition for a federal contract award. The Naval Sea Systems Command, NSWC Indian Head Division requires cleaning kits and a pneumatic cleaning system from Ordnance Cleaning Systems (OCS) to thoroughly clean MK45 Light Weight Gun barrels. The physical strain of current cleaning methods poses risks, and OCS's system mitigates these by incorporating pneumatic cleaning. A sources sought notice received one response from OCS, determined to meet requirements. The contracting officer will determine fair and reasonable pricing prior to awarding a firm fixed price contract for $295,305 to OCS. No future plans exist to compete similar supplies at this time, but the agency will assess competition if another source emerges.

10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. Only one responsible source and no other supplies or services will satisfy programmatic requirements. J&A Number: FY19-AUG20-117
“SOURCE SELECTION INFORMATION – SEE FAR 2.101 and 3.104”
5. Rationale Justifying Use of Cited Statutory Authority
The current MK 45 Light Weight Gun barrel cleaning procedure involves assembling long wooden cleaning rods with a nylon bore brush on the end and “punching” the barrel. Due to the size of the equipment the process can be physically strenuous. This is especially true when all rod sections are in play and the chamber end of the barrel is being cleaned.
Due to the physical strain an average to smaller user has trouble getting enough muscle behind the brush to remove the gun powder residue from the barrel. The left over residue will cause pitting and degradation of the gun barrel.
Additionally, each gun barrel is required to have at least one inspection per year. Part of that inspection is visually looking for degradation or defects.
In order to do this, the barrel has to be thoroughly cleaned. If the barrel is not thoroughly cleaned, you risk missing or misidentifying defects like cracks or pitting in the barrel which can affect performance.
In order to mitigate all of the above risks and physical strain, the Government has a requirement that the pneumatic cleaning system
OCS is the only company that possesses a cleaning system that incorporates all of the above requirements to mitigate all of the risks stated in the paragraph 5 above.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as
Practicable
Sources Sought notice N00174-19-SN-0023 was posted to FedbizOpps on 28 March 2019 and closed on 15 April 2019. Only (1) company responded; Ordance Cleaning System (OCS). The Government evaluation of OCS determined that they can provide a cleaning system that would meet the Governments requirement stated in Paragraph 5 above.
7. Determination of Fair and Reasonable Costs
The Contracting Officer will determine whether the cost to the Government for the supplies covered by the J&A is fair and reasonable by using cost and price analysis techniques described in FAR Part 15.4, prior to award.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Naval Surface Warfare Center, Indian Head Explosive Ordnance Disposal Technology Division – Picatinny Detachment (NSWC IHEODTD Picatinny) has no plans at this time to compete future contracts for the types of supplies/services covered by this document.
If another potential source emerges, NSWC IHEODTD Picatinny will assess whether competition for future requirements is feasible.
