About this file
This document is a Justification and Approval (J&A) for a sole-source Indefinite Delivery-Indefinite Quantity (IDIQ) contract with Huntington Ingalls Industries (HII) for the MK 18 Unmanned Underwater Vehicle (UUV) Family of Systems (FoS) and Remote Environmental Monitoring Units (REMUS). The contract will provide engineering, maintenance, and support services for UUV systems used by the U.S. Navy, including repairs, alterations, upgrades, training program support, and technical documentation. The total proposed contract value spans a base year and four 12-month option periods, with HII being the only source capable of providing these specialized UUV support services due to unique knowledge and skills developed through previous competitive contracts.
The Naval Surface Warfare Center, Panama City Division (NSWC PCD) conducted a sources sought notice from February 14 to March 28, 2023, which yielded no alternative vendors. The contract covers OEM/depot-level repair, maintenance, and overhaul services for fielded UUV systems, ensuring they remain fully functional and meet mission requirements. NSWC PCD has indicated that while they currently have no plans to compete future contracts, they will assess competition if another potential source emerges. The Contracting Officer has determined the anticipated costs to be fair and reasonable, and the contract will support ongoing UUV system capabilities for the U.S. Navy EOD and NSW communities.
