STATEMENT OF WORK

(SOW)

MK 39 Mod 3 Expendable Mobile Antisubmarine Warfare (ASW) Training Target

(EMATT)

PR No. 1300TBD

1.0 Background

The Undersea Weapons Program Office (PMS404) has tasked the Naval Undersea Warfare Center Division Newport (NUWCDIVNPT), Code 85, to procure MK 39 Mod 3 Expendable Mobile Antisubmarine Warfare (ASW) Training Target (EMATT). The MK 39 Mod 3 EMATT is the next evolution of the expendable ASW training target that will provide the fleet with an improved, realistic, ASW target for open ocean and range use.

The MK 39 Mod 3 EMATT is the US Navy’s open ocean ASW Training Target. MK 39 Mod 3 EMATTs simulate the acoustic and dynamic characteristics of a submarine threat. This allows all the Navy ASW, surface, air and subsurface communities to practice their detection, tracking and weapon employment skills against a threat representative target. MK 39 Mod 3 EMATT are launched from surface ships, range support craft, and from ASW aircraft via sonobuoy tubes.

Target run profiles will be programmable externally through a portable programmer to produce customized runs for specific training needs. The MK 39 Mod 3 EMATT will be capable of generating discrete tonals and tonal families, broadband noise, and transient signals.

The Portable Target Programmer (PTP) allows Fleet users to reprogram EMATTs in the field to meet real time specific training needs. The PTP has the capability to perform Built-In-Test of the EMATT and can be used to download new operating system software to upgrade the EMATT.

Foreign Military Sale variants of the MK 39 EMATT configuration are country specific; the specific countries and configuration of each FMS target will be provided at the time the FMS CLIN option is awarded.
