About this file
This document is a Justification and Approval (J&A) for the use of other than full and open competition for the award of a firm fixed-price contract to Coronet Machinery Corporation for the manufacture and delivery of Bases and Cases for the MK 152 Warhead. The Department of the Navy Naval Sea Systems Command, Naval Surface Warfare Center Indian Head Division (NSWC IHD) has a requirement for these items, and Coronet Machinery Corporation has been the sole acceptable and qualified provider for over a decade. The total estimated cost of the proposed contract action is $6 million for a period of 12 months, with four 12-month option years. The J&A cites the statutory authority of 10 U.S.C. 3204(a)(1) and FAR 6.302-1, as Coronet Machinery Corporation is the only responsible source qualified to produce the MK 152 Bases and Cases within the required delivery schedule. The procurement directly supports the Ukraine war effort, and NSWC IHD could not qualify a new vendor in time to meet the required delivery schedule.

3. Description of Supplies/Services.
NSWC IHD has a requirement for the Bases and Cases necessary to manufacture MK 152 Warheads.

4. Statutory Authority Permitting Other Than Full and Open Competition
10 U.S.C. 3204(a)(1), as implemented by FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
NSWC IHD has a requirement for Bases and Cases in support of the MK 152 program. Coronet Machinery Corporation has been the sole acceptable and qualified provider for these parts for over a decade.
specifications. In the most recent competitive procurement from November 2022 (N0017423C0002), five submissions were received, however, two were disqualified due to late submission and two received an unacceptable rating on the technical evaluation factor leaving Coronet Machinery Corporation as the only offeror with acceptable evaluation factor ratings. As a result, Coronet Machinery Corporation is the only current responsible source qualified to produce the MK 152 Bases and Cases within the required delivery schedules. This action is essential as the MK 152 Bases and Cases directly supports the Ukraine war effort. Per FAR 6.302-1(a)(2)(ii)(B) NSWC IHD could not qualify a new vendor and meet the requested delivery schedule the Ukraine Warfighters require.
6. Description of Efforts Made To Solicit Offers from as Many Offerors as Practicable
To further broaden market research and to satisfy the requirements of DFARS PGI 206.301-1(d), a Sources Sought notice was posted on SAM.gov website on 05/18/2023. The posting yielded zero (0) results.
As required by FAR 5.203, a pre-solicitation noticed was publicized on the SAM.gov website on 27 July 2023. Zero (0) responses were received.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the supplies covered by the J&A are fair and reasonable.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in Paragraph 5, NSWC IHD Contracts has no plans at this time to compete contracts for the types of supplies covered by this document.
For future efforts, in order to change conditions that preclude the use of full and open competition, the procuring activity intends to perform market research. If through market research, it is deemed that one or more potential candidates have the technical capabilities, then a qualification contract may be competed to develop a second source.
