Minutes from Industry Day One on One Sessions

Sessions at 1300 & 1400

3 March 2020

Two entities registered for one on one sessions with USACE employees. The following USACE employees were present for both sessions. Jeremiah Manning, Western Kentucky Resident Engineer, Don Getty, Project Manager, and Isaac Taylor, Contracting Officer.

USACE had no set agenda for these meetings and requested industry used the time to provide feedback, ask questions, and request clarification from information presented during the morning presentation. The following topics arose during the two sessions:

Option performance periods. Industry prefers options that don’t extend total contract duration.

Consider using economic price adjustment clauses for steel.

Flyash volatility; USACE is exploring/considering onsite storage facilities for flyash reserves or direct supply from TVA.

Project Labor Agreements as a potential evaluation factor if determined beneficial by the

Government at a later date to promote economy and efficiency of project.

Sealed Bidding versus Negotiated Procedures Industry suggested if using negotiated procedures the source selection factors should include

Key Personnel, Risk Management, Experience, Productivity System and Past Performance.

Submittal review timing 38 months from contractor access to pit work area is tight/too aggressive Differences in total contract prices when using estimated quantities versus job.

Bridges as Jobs don’t seem to be an issue.

Foundation cleaning of geologic features is very labor intensive; ensure this is highlighted in solicitation and consider using separate line items with estimated quantities cleaning and backfill, or other methods to minimize risk to the contractor.

Contractor may decide to factor their submittal development cost for options into their base bid amount if a Best Value solicitation is used.

For future industry days suggest posting drawings and specs at least a month in advance.

Prefer flexibility to use 1.5” and 3” aggregate in concrete mix depending on the specific pour.

Consider ensuring experience requirements for install of miter gates considers experience of similar movable steel structures (i.e. bascule bridges, etc.).

Consider including FAR clause for allowing stored materials offsite.

Batch plant on site and time required to establish a new batch plant.
