About this file

This document is a Minimum Specifications sheet for a federal procurement requirement issued by NSWCCD Code 6170.

The Naval Surface Warfare Center Carderock Division (NSWCCD) seeks to procure one (1) Imaging Variant Specular Inspection and Diagnostic Ring (IV-SpIDR) system to support research and development activities and SEA 05P programs. The IV-SpIDR is an advanced, semi-automated RF measurement and imaging tool used for testing non-metallic materials. The system must perform RF transmission, normal incidence reflection, and bistatic reflection measurements across the 2–40 GHz frequency range at various incident angles and polarizations, with capability to rapidly image and extract electrical and magnetic properties from materials. The contractor shall provide onsite installation at NSWCCD and conduct training following successful installation.

Key technical requirements include: TAA compliance and U.S. manufacture; compatibility with 2025 PC specifications (Intel i5 12th Generation processor, Windows 11 Pro, minimum 16 GB memory, minimum 512 GB SSD); seamless integration with NSWCCD's existing Keysight Vector Network Analyzer; mechanical support fixtures with sufficient rigidity for accurate imaging; RF subsystem with amplifiers, antennas, and cables supporting 2–40 GHz measurements; WRD-150 Low Frequency Antennas for 2–4 GHz support; advanced imaging capability; dual polarization antennas for TE and TM measurements; hemispherical scan capability (-180° to 180° azimuth, 0° to 90° elevation); room temperature sample holder; scattering RCS table; vacuum chuck; Windows 11 support; 110–240 VAC power requirement at 50–60 Hz; and full documentation for maintenance and operations support. An optional requirement specifies EMPIRE software for native calibration capabilities, multi-stack coding, de-embedding functionality, and material property extraction (permeability, permittivity, and sheet impedance), pending DADMS approval.

MINIMUM SPECIFICATIONS

Title: Imaging Variant (IV) Specular Inspection and Diagnostic Ring (SpIDR)

1.0 Scope

NSWCCD Code 6170 performs research and development (R&D), inspections, and critical testing on custom and commercial off the shelf non-metallic materials. One method for testing radio frequency (RF) signature performance is using a specular inspection and diagnostic ring system (SpIDR). Due to NAVSEA signature requirements, the typical RF range must be 2 – 40 GHz. Code 6170 requires a contract to purchase an Imaging Variant Specular Inspection and Diagnostic Ring (IV-SpIDR). It will be used to perform RF transmission, normal incidence reflection, and bistatic reflections measurements from 2 - 40 GHz at various incident angles and polarizations. It will also be used to rapidly image and extract electrical and magnetic properties from various non-metallic materials. Code 6170 requires the IV- SpIDR to directly support SEA 05P programs and requirements.

2.0 Task

The contractor shall provide one (1) IV-SpIDR with low band antenna and additional accessories as identified in the below para. 3.0 Minimum Specifications. The IV-SpIDR is an advanced and semi-automated tool that performs RF measurements and images on non-metallic materials. The contractor shall install onsite at NSWCCD and also provide training. EMPIRE software shall also be included to extract material permittivity and perform multi-layer stack code and de-embedding.

3.0 MINIMUM SPECIFICATIONS

The one (1) Model IV-SpIDR Imaging Variant Specular and Diagnostic Ring shall meet or exceed the following technical specifications:

3.1 TAA and IT Compliant

The instrument shall be TAA compliant, must be manufactured and distributed in the U.S. The instrument must also be compatible with a 2025 PC that includes Intel i5 12th Generation processor, Windows 11 Pro, min. 16 GB memory, min. 512 GB Solid State Drive (SSD), and compatible in form fit and function with NSWCCD’s Keysight Vector Network Analyzer.

3.2 Instrument Design and Features

The instrument and/or accessories must possess the below requirements:

- Mechanical support fixture that can support antenna feed positioners, azimuthal positioners with enough rigidity to ensure accurate imaging and RF measurements.

- RF Sub-system with RF amplifiers, antennas and all required cables to support 2 – 40 GHz measurements

- WRD-150 Low Frequency Antennas that can support 2 – 4 GHz measurements

- Antennas shall interface in form fit and function to allow for a seamless integration into

NSWCCD’s Keysight VNA.

- Advanced Imaging Capability to image RF targets

- All software shall allowed for seamless integration into NSWCCD’s Keysight VNA and computer systems to allow for reliable RF data collection.

- EMPIRE software for native calibration capabilities, multi-stack coding and de-embedding, and ability to extract material permeability, permittivity, and sheet impedance.

- Ability to perform hemispherical scans from -180° to 180° azimuth and 0° to 90° in elevation

- Dual polarization antennas for TE and TM measurements

- Room temperature sample holder

- Scattering RCS table

- Vacuum chuck

- Supports Windows 11

- Power requirement: 110-240 VAC

- Power Frequency: 50-60 Hz

- Full documentation for maintenance, spare part, and operation support.

- Shall be installed on-site at NSWCCD

- Training shall be provided on-site after a successful installation.

3.3 Option: Software

- EMPIRE software shall be provided (approval in DADMS pending). The software shall support native calibration capabilities, non-metallic material multi-stack coding and de-embedding, and ability to extract material permeability, permittivity, and sheet impedance and must be compatible in form fit and function with NSWCCD computer and RF systems.
