This draft minimum requirements document outlines specifications for test weights and related equipment needed by the Navy Expeditionary Logistics Support Group (NAVELSG) for their 110T Link Belt HTC 86110 crane certification. The requirements include fourteen test weights totaling 160,000 lbs (five 20,000 lb weights, three 10,000 lb weights, one 7,500 lb weight, four 5,000 lb weights, and one 2,500 lb weight), all requiring a patented block lock system. Additional equipment requirements include three storage covers for weight stacks, two sets of high-performance twin-path round slings (50-foot and 30-foot sets), and one 120-ton capacity forged alloy steel shackle.

The related RFI/Sources Sought notice indicates this will likely be a firm-fixed-price contract under NAICS code 333923 with a size standard of 1,250 employees. Responses are due by December 18, 2024, at 12:00 p.m. EST, with required delivery by May 12, 2025. The Naval Supply Systems Command is seeking capability statements limited to 10 pages addressing technical abilities, past performance, and pricing considerations. Respondents must detail their ability to meet requirements either as prime or subcontractor, including compliance with FAR 52.219-14 limitations on subcontracting if responding as a small business.
