About this file

This is a Minimum Requirements Document for a commercial procurement of BDNPA/F plasticizer by the Air Force Research Laboratory (AFRL), Rocket Aerodefense Branch (RABE), dated 8 June 2026.

AFRL/RABE seeks to procure ten (10) pounds of Bis-(2,2-dinitropropyl) acetal/formal (BDNPA/F) plasticizer stabilized with DPA (diphenylamine) for use in energetic material formulation development. The material is classified as a 1.3C liquid propellant hazard and must be composed of a 50/50 weight percent eutectic mixture of BDNPA and BDNPF. The procurement includes both the material cost and shipping to the Eglin Air Force Base Munitions Area in Florida, with delivery and handling to be conducted in strict accordance with Technical Data Control No. 26-01. Commercial procurement is justified because no National Stock Number (NSN) exists and the Air Force has no single item manager for this material. The purchase is authorized under DAFMAN 21-201, paragraph 10.7, for Commercial-Off-The-Shelf (COTS) munitions. The material will be used exclusively for explosive formulation development and research purposes.

Minimum Requirements Document

Title: BDNPA/F Plasticizer

Document Date: 8 June 2026

Scope: AFRL/RABE requires ten (10) lbs. of BDNPA/F plasticizer (DPA stabilizer) for use in Energetic

Material formulation development. This shall include the cost of the BDNPA/F material and shipping it to

Eglin AFB, FL. The material shall be shipped to the Eglin AFB Munitions Area in strict accordance with the Technical Data for Bis-(2,2-dinitropropyl) acetal/formal (BDNPA/F) Explosive Plasticizer, Control No.

26-01.

Background: AFRL/RABE requires ten (10) pounds of BDNPA/F plasticizer for use in a research and development program. BDNPA/F is an energetic plasticizer (hazard classified as a 1.3C liquid propellant) capable of adding energy to explosive and propellant compositions relative to traditional inert plasticizers.

This material will be used solely for explosive formulation development. Because no National Stock

Number (NSN) exists and the Air Force does not have a single item manager for this material, commercial procurement is justified. AFRL/RABE has been approved to purchase this material in accordance with

DAFMAN 21-201, paragraph 10.7, Commercial-Off-The-Shelf (COTS) Munitions Management.

Requirements/Salient Characteristics: The BDNPA/F material will have the following characteristics:

Noun: Bis-(2,2-dinitropropyl) acetal/formal (BDNPA/F) stabilized with DPA

NSN: None – Commercial-Off-The-Shelf

Part Number: Not applicable

Hazard Classification: 1.3C

Quantity: 10 pounds

Composition: 50/50 wt% eutectic mixture of BDNPA and BDNPF
