About this file

This is a Minimum Requirements Document (MRD) from AFRL/DO specifying requirements for small Unmanned Aerial Systems (sUAS) for flight testing at the Springfield-Beckley Airport in Ohio.

The document outlines requirements for four sUAS systems total, consisting of two different systems either from two separate vendors or two different systems from the same vendor. Each system must be on the Defense Innovation Unit's (DIU) approved list and meet DoD/DAF cybersecurity standards. Key technical requirements include: lightweight VTOL quadcopters under 10 pounds with electro-optical and infrared cameras, easy-to-use ground control station, AES-256 encrypted communications, 30-minute flight time per battery charge, approximately 20 mph flight speed, and 5 km range from the ground control station. Additional requirements include extra batteries, chargers, propellers, DIU approval documentation and FCC licenses. The document is dated February 13, 2025 and is part of solicitation COMBO-AFRL-PZLEQ-2025-0009, which is set aside for small businesses under NAICS 334517 with quotes due February 28, 2025.

MINIMUM REQUIREMENTS DOCUMENT

Small Unmanned Aerial Systems (sUAS) for Flight Test Use

Document Date: 13 February 2025

Background & Scope: AFRL/DO requires small Unmanned Aerial Systems (sUAS) assets to provide realistic scenarios for the development of advanced UAS technologies. Currently, AFRL/DO does not have any common assets to support this function at the AFRL test site at the Springfield-Beckley Airport, Springfield, OH.

Requirements/Salient Characteristics: Per DoD mandate, sUAS used by the DoD and DAF must be purchased from approved vendors and meet specific manufacturing and cybersecurity requirements. The

DoD has established the Defense Innovation Unit (DIU) to identify sUAS vendors and systems that meet these Statute requirements and provides a list of approved systems at the following website -https://www.diu.mil/blue-uas-cleared-list. System selected should be ones that are currently used by other

DAF units to enable common flight procedures and easy approval. AFRL/DO requires a total of four (4) systems to provide test site users a variety of data collection points.

- Two (2) different systems from two (2) separate vendors or two (2) different systems from the same vendor

1. Light weight (under 10 pounds) Vertical takeoff and landing (VTOL) Quadcopter with electro-optical and infrared camera(s)

2. Easy to fly ground control station (GCS)

3. AES-256 Encrypted communication link

4. Flight time on single battery charge: 30 minutes

5. Flight speed around 20 mph

6. Range from GCS 5 km

7. Extra batteries and charger

8. Additional propellors

9. DIU approval paperwork and appropriate FCC licenses.
