About this file

This is a Minimum Requirements Document (MRD) for a micro load frame equipment procurement by the Air Force Research Laboratory (AFRL)/RABE at Eglin Air Force Base, Florida, dated August 5, 2026. The requirement is for a micro load frame that applies tension and compression forces to energetic material samples for analysis using an existing Jupiter XR Atomic Force Microscope (AFM) system. The equipment must handle material samples up to 12 mm in width, 41 mm in length, and 6 mm in thickness, with capabilities to produce tension and compression forces up to at least 65N each. Additional firm requirements include a range adjustment resolution of at least 0.5mm, strain application ranging from 100% to 400%, seamless software integration with the Jupiter XR AFM, and the ability to physically fit under the AFM scanner head during analysis.

The associated Intent to Award Notice (Solicitation Number IASS-AFRL-RMZB-2026-0043) indicates AFRL's intention to award a sole source purchase order to Oxford Instruments Asylum Research under RFO 12.102(a), citing that Oxford is the only vendor capable of providing a micro load frame meeting both the physical requirements and full software integration with the Jupiter XR AFM. The notice allows responsible sources and authorized distributors to submit capability statements, quotations, or exceptions to the sole source determination until August 17, 2026, at 5:00 p.m. Eastern Time via email to Christopher Olp-Weakland at christopher.olp-weakland@us.af.mil. The NAICS Code for this procurement is 334576 (Analytical Laboratory Instrument Manufacturing), and training on equipment use at the AFRL/RABE facility is a firm requirement of the purchase.

MINIMUM REQUIREMENTS DOCUMENT

Title: Micro Load Frame

Document Date: 05 August 2026

Scope: Air Force Research Laboratory (AFRL)/RABE requires a contract to purchase micro load frame equipment to apply tension and compression on energetic material samples for analysis with an Atomic Force Microscope (AFM). The equipment must be able to integrate with the Jupiter XR AFM system presently owned by AFRL/RABE. AFRL/RABE requires training on the micro load frame be a part of the purchase.

Background: AFRL/RABE requires the ability to apply tension and compression forces to energetic material samples for analysis with an atomic force microscope. This information is critical for determining how energetic material will react to environmental conditions found in several operational scenarios. The data generated will help predict failure conditions and help identify energetic materials able to survive these conditions.

Requirements/Salient Characteristics: The following Salient Characteristics are firm requirements and any “or equal” item must meet these characteristics:

· Micro Load Frame (MLF) shall handle material samples up to 12 mm in width, 41 mm in length long, and 6 mm in thickness.

· MLF shall produce tension forces up to at least 65N.

· MLF shall produce compression forces up to at least 65N.

· MLF shall have a range adjustment resolution of at least 0.5mm.

· Amount of strain applied shall range from 100% - 400%.

· Equipment shall seamlessly integrate with the Jupiter XR AFM.

· Equipment shall physically fit under the AFM scanner head during AFM analysis.

· MLF shall integrate fully with the Jupiter XR AFM software.

· Training on the use of the equipment shall be provided at the AFRL/RABE facility in Eglin Air Force Base, Florida.
