About this file

This is a Minimum Requirements Document (MRD) dated June 16, 2026, for the Air Force Research Laboratory (AFRL) Regenerative Structures Laboratory at Eglin Air Force Base, Florida, supporting a Sources Sought/Request for Information opportunity (Solicitation Number SS-AFRL-RIZ-2026-0028). AFRL/RABE seeks to procure one micro load frame system capable of applying tension and compression forces to energetic material samples for analysis using their existing Jupiter XR atomic force microscope (AFM). The equipment must physically integrate with the Jupiter XR AFM scanner head and accommodate material samples up to 12 mm in width, 41 mm in length, and 6 mm in thickness. The micro load frame must produce tension forces and compression forces up to 65 newtons each, with a range adjustment resolution of at least 0.5 millimeters and the capability to apply strain ranging from 100 to 400 percent. The procurement includes a requirement for training on the micro load frame system as part of the purchase.

This is a pre-solicitation market survey with no commitment from the Government to award a contract or pay quote preparation costs at this time. Interested parties, including small business concerns, should submit capability packages addressing company information, small business status (including any designations such as 8(a), HUBZone, service-disabled veteran-owned, EDWOSB, or WOSB), relevant experience and capabilities, item specifications and brochures, potential teammates or subcontractors, and any risks or unknowns that could hinder meeting the stated requirements. Responses to this Sources Sought notice will enable the Government to assess market capabilities and inform development of a formal solicitation.

MINIMUM REQUIREMENTS DOCUMENT

Title: Micro Load Frame

Document Date: 16 June 2026

Scope: AFRL/RABE request a contract to purchase micro load frame equipment to apply tension and compression on energetic material samples for analysis with an Atomic Force microscope (AFM). The equipment must be able to integrate with the Jupiter XR AFM system presently owned by AFRL/RABE. AFRL/RABE request training on the micro load frame be a part of the purchase.

Background: AFRL/RABE requires the ability to apply tension and compression forces to energetic material samples for analysis with an atomic force microscope. This information is critical for determining how energetic material will react to environmental conditions found in several operational scenarios. The data generated will help predict failure conditions and help identify energetic materials able to survive these conditions.

Requirements/Salient Characteristics: The following Salient Characteristics are firm requirements and any “or equal” item must meet these characteristics:

· The software and equipment shall integrate with Jupiter XR atomic force microscope (AFM) owned by AFRL/RABE. The micro load frame must physically fit under the AFM scanner head during AFM analysis.

· Shall handle material samples up to 12 mm in width, 41 mm in length long, and 6 mm in thickness

· Shall produce at least up to 65N of Tension force

· Shall produce compression forces up to 65N

· Shall have a range adjustment resolution of at least .5mm

· Amount of strain applied shall range from 100%- 400%
