About this file

This is a Minimum Requirements Document (MRD) for the procurement of two explosive-resistant friction ovens by the Air Force Research Laboratory (AFRL) at Wright-Patterson Air Force Base for use at Eglin Air Force Base, Florida. The ovens are required to dry and cure energetic materials and support aging studies on these materials. AFRL/RWTE currently operates only 3 of 6 existing ovens, which are approximately 40 years old and increasingly difficult to maintain. The friction ovens represent the preferred method for safely drying and curing liquid-stored energetic materials without increasing detonation risk, and enable acceleration of aging studies through heating and cooling cycles over 6-7 month periods.

The salient characteristics establish firm requirements for the oven specifications and capabilities. The ovens must be intrinsically safe and operable in Class I/Division I hazardous locations where flammable gases, vapors, or liquids present ignitable concentrations during normal operations. Interior dimensions should be approximately 37" width by 34" depth by 42" height, with operating temperatures ranging from 40°C to 90°C minimum and maximum temperatures of at least 120°C. Control systems must function either locally or remotely from Building 1206, located over 300 feet from the oven location in Building 1247. All motors, hinges, and wiring must be Class I/Division I compatible. The ovens must include three material trays (approximately 36" by 33" by 1" each) with 175-pound capacity per tray and accommodations for additional trays, air circulation for uniform heat distribution, console purging systems compliant with NFPA regulations for Class I and II Groups D and E environments, spare Programmable Logic Controller (PLC) and Human-Machine Interface (HMI) dashboard components, and a minimum one-year warranty.

Minimum Requirements Document Explosive-Resistant, Friction Oven Equipment Purchase 26 April 2026

Scope: AFRL/RWTE request a contract to purchase two explosive-resistant, friction ovens. The ovens are required to dry and cure energetic material. The ovens also support aging studies on energetic material.

Background: AFRL/RWTE often stores energetic materials in liquid solutions to prevent inadvertent detonation. This material must be dried and cured prior to use in energetic formulations. The material needs to be dried in a timely manner is a way that does not increase the potential for detonation. Friction ovens were identified as the best way to complete the drying/curing process. AFRL/RWTE also uses the ovens to conduct studies on how aging affect explosive materials. The aging process can be accelerated by cycling material through a heating and cooling process over a period of time. The aging studies generally run for 6-7 months. Only 3 of the 6 ovens AFRL/RWTE has are operational and starting to require extensive maintenance to keep them operational. The present ovens are approximately 40 years old.

Requirements/Salient Characteristics: The following Salient Characteristics are firm requirements and any “or equal” item must meet these characteristics:

The oven requirements are:

1. The oven's interior must be intrinsically safe. This means the ovens must be able to dry/cure material using equipment and procedures that will not cause ignition of the material in the oven.

2. The oven must be able to operate in a Class I/Division I area. A Class I/Division I areas are a high-risk location where flammable gases, vapors, or liquids are present in ignitable concentrations during normal, everyday operating conditions.

3. The interior dimensions should be approximately Width 37", Depth 34", and Height 42".

4. The operating temperatures of the ovens should a minimum of 40oC to 90oC.

5. The maximum oven temperature should be at least 120oC.

6. The ability to control the oven must in the same room or remotely from Bldg 1206. Bldg 1206 is over 300ft from Bldg. 1247.

7. All motors, hinges, and wiring must be able to operate in a Class I/Division I area.

8. Air circulation in the oven will ensure uniform heat distribution throughout the oven chamber.

8. The ovens should come with three material trays with an approximate size of Width: 36", Depth 33" and Height 1" and have room for additional trays. The tray capacity should be 175 lbs each.

9. The consoles should have a purging system to comply with NFPA regulations for electrical enclosures in a Class I and II, Groups D &E environment.

10. A spare Programmable Logic Controller (PLC) and spare Human-Machine Interface (HMI) dashboard will be provided.

11. A minimum 1 year warranty will be provided.
