About this file
This is a Sources Sought Synopsis and Request for Information (RFI) issued by the Air Force Life Cycle Management Center (AFLCMC) at Hill Air Force Base, Utah for market research purposes regarding a comprehensive engineering study on the AN/MST-T1(V) Miniature Multiple Threat Emitter System (Mini-MUTES) transmitters. The RFI is not a commitment to award a contract and does not constitute a Request for Proposal. The Mini-MUTES is an aging system with components dating back to the 1980s that is experiencing significant sustainment challenges due to Diminishing Manufacturing Sources and Material Shortages (DMSMS), with many original equipment manufacturers no longer in business and specialized engineering knowledge fading. The primary objective is to identify industry sources capable of conducting a study to identify all obsolescent parts within the transmitters and associated components (magnetrons, power supplies, circuit cards) and provide a detailed path forward to refurbish or replace them, with the desired end-state being a foundational analysis that defines scope, cost, technical requirements, and timeline for an eventual modernization project to ensure system sustainment through 2045.
Interested vendors must submit white papers or capability statements addressing their experience with analyzing, reverse-engineering, or modernizing legacy military Radio Frequency and transmitter systems, including specific examples with contract numbers and points of contact. Responses must address corporate experience and capabilities, technical approach with proposed methodologies for identifying obsolete components, study deliverables and data rights including Technical Data Package development, and Rough Order of Magnitude cost estimates. The Period of Performance is projected at one year beginning no later than XX 2026, with anticipated contract elements including a mix of Firm Fixed Price and Cost-Plus Fixed Fee pricing structures with labor Contract Line-Item Numbers, data deliverable CLINs, and Other Direct Costs. RFI responses must be submitted electronically to Contracting Officer Heather Ball (heather.ball@us.af.mil) by 3 July 2026, with submissions limited to 10 pages or less in PDF format using Times New Roman 12-point font with one-inch margins, all unclassified, and must include specific business information (company name, address, point of contact, CAGE Code, NAICS Code, SAM registration status). All respondents must be registered in the System for Award Management (SAM) to be eligible for any subsequent government contract award, and the Government reserves the right to consider a small business set-aside based on responses received.

SOURCES SOUGHT SYNOPSIS (SSS)/ REQUEST FOR INFORMATION (RFI)
Mini-MUTES Transmitter Engineering and Obsolescence Study
19 May 2026
1. SYNOPSIS
The Air Force Life Cycle Management Center (AFLCMC), WNRC Directorate, Hill Air Force Base (HAFB), Utah is conducting market research seeking vendor interest for performing a comprehensive engineering study on the AN/MST-T1(V) Miniature Multiple Threat Emitter System (Mini-MUTES) transmitters.
This is a Request For Information (RFI) only. This RFI is issued solely for market research purposes. It does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Air Force (AF) is not seeking proposals, nor will it accept unsolicited proposals at this time.
Respondents are advised that the United States Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. It is the responsibility of the potential offerors to monitor the Government’s point of entry (www.sam.gov) for additional information pertaining to this requirement.
2. PURPOSE
The Government is conducting market research to identify potential industry sources capable of performing a comprehensive engineering study on the AN/MST-T1(V) Miniature Multiple Threat Emitter System (Mini-MUTES) transmitters. The Mini-MUTES is a critical asset for aircrew survivability training, simulating contested threat environments. As an aging system with components dating back to the 1980s, the Mini-MUTES is facing challenges related to hardware and electronics obsolescence.
The system is experiencing sustainment challenges due to extensive Diminishing Manufacturing Sources and Material Shortages (DMSMS). Original Equipment Manufacturers (OEMs) for many of these components are no longer in business, and the specialized engineering knowledge required to maintain them is fading. This has led to increased Depot repair cycle times and a shrinking supply of viable replacement parts, directly impacting the availability of the Mini-MUTES for pilot survivability training.

The objective of this RFI is to identify sources capable of performing a study to identify all obsolescent parts within the transmitters and associated components (e.g., magnetrons, power supplies, circuit cards) and to provide a detailed path forward to refurbish or replace them. The desired end-state is a foundational analysis that will define the scope, cost, technical requirements, and timeline for an eventual modernization project to ensure system sustainment out to 2045.
3. PERIOD OF PERFORMANCE
The Period of Performance is projected to be one (1) year and is anticipated to begin no later than XX 2026.
4. ANTICIPATED CONTRACT ELEMENTS
The contract type has yet to be determined. However, it is anticipated that it will include a contract type mix of Firm Fixed Price (FFP) and Cost-Plus Fixed Fee (CPFF). There will be labor Contract Line-Item Numbers (CLINs), data deliverable CLINs. Other Direct Costs (ODCs) are anticipated.
5. SCOPE/REQUIREMENTS
Interested vendors are requested to provide a white paper or capability statement addressing their ability to conduct a comprehensive engineering study. The study should provide a detailed analysis and a recommended path forward to mitigate the effects of obsolescence in the Mini-MUTES transmitters.
Please address the following in your response:
1. Corporate Experience and Capabilities:
• Describe your company’s experience with analyzing, reverse-engineering, or modernizing legacy military Radio Frequency
(RF) and transmitter systems. Please provide specific examples of similar projects, including contract numbers, a brief description of the work, and agency points of contact.
• Describe your company’s capabilities and facilities for testing and analyzing high-power RF components, including transmitters, waveguides, and antennas.
• Provide details on your company's experience in DMSMS analysis and obsolescence mitigation planning.
