About this file
This is an Invitation to Negotiate (ITN) issued by the State of Michigan Department of Health and Human Services (MDHHS) Bureau of EMS, Trauma and Preparedness, indicating the state's intent to procure specialized mortuary equipment from a single provider. The State seeks to purchase one manual cadaver lift with fork extension designed for the patented Disaster Portable Morgue Unit (DPMU) Mortuary Enhanced Remains Cooling System (MERCSystem), 96 cadaver cooling pads in high-density black, and eight blue circulatory cooling vests. These items are exclusively designed to function with two existing DPMU MERCSystems currently part of the Michigan Mortuary Response Team (MI-MORT) equipment cache maintained by MDHHS Emergency Preparedness. The intended source is identified as Mortuary Response Solutions located in Belton, South Carolina. Written questions regarding the ITN must be submitted by May 8, 2018 at 3:00 p.m., with answers to be posted on the state website. Any potential bidder disputing that these goods are available only from the intended source must submit a written response by May 11, 2018, describing equivalent products or services being offered.
No pricing terms, set-asides, incumbency information, or funding sources are specified in this ITN document. The procurement is justified on the basis that no viable alternative exists for these specialized items, which are engineered to integrate with the state's existing mortuary response infrastructure. This purchase will result in the issuance of a purchase order. The state contact for all matters related to this ITN is Shirley Martin at (517) 241-2305 or MartinS@michigan.gov.
