About this file
This document is a description of a sole source contract opportunity to purchase vibrating wire piezometer components for the Mill Creek Project.
The scope of work is to purchase vibrating wire piezometer sensors, dataloggers, and associated accessories such as power supplies, cable, and antennae. This will automate the existing manually-read piezometers at the Mill Creek Project. The required equipment must be from Geokon and Campbell Scientific to maintain consistency with the existing instrumentation system. A sole source justification is provided, citing the proprietary and integrated nature of the system components. The current scope is to automate twelve (12) instruments.
The estimated cost details are provided in a separate cost estimate spreadsheet. The items will be shipped to the Walla Walla District Corps of Engineers. The related federal contract opportunity is Solicitation Number W912EF24Q0089 for the Mill Creek Project Dam Safety Instrumentation, issued by the Department of the Army Corps of Engineers Engineering District Walla Walla.

Mill Creek – Supply contract to purchase vibrating wire piezometers 6/4/2024
Point of Contact: Alex Hammond, Dam Safety Program Manager.
PCF Cabinet: Mark Jones to provide.
Contracting Labor Code: Alex Hammond to provide.
PR&C: Alex Hammond to provide.
Scope Purchase vibrating wire piezometer components that dam safety employees will install in existing instrumentation at the Mill Creek Project. The purpose of this work is to automate piezometers that are currently read manually. Automation requires the purchase of vibrating wire piezometer sensors, dataloggers, and associated accessories such as power supplies, cable, and antennae. To maintain consistency with other instruments, existing equipment, and technical capabilities for installation and troubleshooting, it is required that the Geokon and Campbell Scientific equipment be used. Sole source justification is provided below.
The current scope is to automate eight (12) instruments.
Specifications See cost estimate spreadsheet for detailed model information on the components required. Actual lengths for each piezometer will be provided upon award but won’t exceed the lengths listed.
Cost Estimate See cost estimate spreadsheet for prices obtained via quotes from Geokon and Campbell Scientific.
Sole Source Justification The dam’s current instrumentation system is comprised of a series instruments that are used to monitor the performance of the dam. The proposed parts will allow for continued use of the system and allow for continuity of the monitoring program. The technicians involved with Dam Safety will install these devices and configure them so they can communicate properly with the system and allow for continued operation. All of the components of this system were designed and built by the selected manufacturers. These components are proprietary and work together exclusively along with the appropriate software. When any of the individual components or devices fail they must be replaced with the same or upgraded part from the manufacturer to ensure continued operation. There is no suitable substitute that will work well within this system. If we attempt to purchase a technically suitable sub from another vendor, the communication (electronic) between a different device and the existing system will be problematic. The associated parts and components have been identified by Dam Safety personnel as standard equipment that they are comfortable working with and they understand the systems used.
