Short Project Description: Project No./Title 260247 “Construct Readiness Center” This project will be specially designed National Guard Readiness Center of permanent construction that supports the training, administrative needs, and logistical requirements of the MI ARNG.
Planning considerations for this building include backup power generation and vehicle parking for both organizational and privately owned vehicles. The proposed design will include all utility services, information systems, fire detection and alarm systems, roads, walls, curbs, storm drainage, parking areas, and site improvements required by the project scope. The new readiness center will be designed to meet Industry Standards as well as all local, State, and Federal building codes and as per Public Law 90-480.
The new facility will be designed to a minimum life of 50 years in accordance with DoD's Unified Facilities Code (UFC 1-200-02) including energy efficiencies, building envelope and integrated building systems performance as per ASA (IE&E) Sustainable Design and Development Policy updated 2017. Access for individuals with disabilities will be provided.
Antiterrorism measures in accordance with the DoD Minimum Antiterrorism for building standards will be provided. This project will comply with the Army 1 SQFT for 1 SQFT disposal policy through disposal of 52,153 SQFT.
This project includes the design of up to 46,831 SQFT of new National Guard Readiness Center that supports training, administrative, and logistical requirements for the MI ARNG.
Response Requirements:
The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. United States Property and Fiscal Office (USPFO) Purchasing and Contracting, Michigan intends to issue a solicitation and award of a contract for Michigan Army National Guard (MI ARNG) at Grayling Army Airfield (GAAF).
The magnitude of this project is between $10,000,000 and $25,000,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a bid as a prime contractor no later than 28 July 2023 at 12:30pm ET.
Your response shall not exceed 13 pages, excluding the “Sources Sought Information Request Form”, and must include: (1) Positive statement of intent to bid as a prime contractor, and (2) A completed and signed “Source Sought Information Request Form” (see below) and (3) A list of projects completed during the past three to five (3 -5) years, both for government and private industry. The type of project, dollar value, contract number, location, and agency (Customer) should be identified in the list. Indicate if you were a prime or subcontractor, and if a subcontractor, provide the name and point of contact for the prime contractor. Please provide detailed project history, as a prime contractor, for no more than five projects, that are most similar and most recent, in contract value, project scope/type, to Michigan Army National Guard (MI ARNG) at Grayling Army Airfield (GAAF).
” Project History Form” may be used for detailed project history, although not required. However, please review in order to identify the information we are requesting, at a minimum. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. (5) Please provide a brief narrative and list of work items your company typically self performs or completes ‘in-house’, and not specific to any particular project. (Work you do NOT typically subcontract.) (6) Provide a letter from your Bonding Company stating Individual / Aggregate Construction Bonding Limits. (See “2. Bonding Capability” on the “Sources Sought Response Form” In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted. Information shall be provided via email to both: kelli.m.kelley3.civ@army.mil, and cc eva.p.lauchie.civ@army.mil, ng.mi.miarng.list.uspfo-pc@army.mil before 28 July 2023 12:30 PM ET. Include the following in the subject line of email:

At this time, a percentage has not been established. Performance of Work by the Contractor. (52.236-1 Apr 1984) -The Contractor shall perform on the site, and with its own organization, work equivalent to at least ____xx%______ of the total amount of work to be performed under the contract. This percentage (This is not a SOLICITATION) may be reduced by a supplemental agreement to this contract if, during performing the work, the Contractor requests a reduction, and the Contracting Officer determines that the reduction would be to the advantage of the Government.
** Please review the following clause as it may be included within the solicitation / award, as it pertains to Small Business. Limitations on Subcontracting. (52.219-14 Sep 2021) (e) Limitations on subcontracting. By submission of an offer and execution of a contract, the Contractor agrees that in performance of a contract assigned a North American Industry Classification System (NAICS) code for— (3) General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor's 85 percent subcontract amount that cannot be exceeded Other Notes: Responsibility Purchases shall be made from, and contracts shall be awarded to, responsible prospective contractors only. Project Awardee will need to be determined responsible in accordance with the Federal Acquisition Regulation. Some of these requirements are as follows: - Adequate financial resources. - Able to comply with required performance schedule. - Satisfactory performance record. - Satisfactory record of integrity and business ethics. - Necessary organization, experience, skills … etc.
