Statement of Work (SOW)
USNO Maintenance and Parts Indefinite-Quantity Indefinite-Delivery (IDIQ) Contract
1.0 BACKGROUND
The United States Naval Observatory (USNO) is responsible for the production and dissemination of Precise Time, Astrometry, and Earth Orientation Parameters (EOP) to the Department of Defense (DoD) and Intelligence Community (IC) for use in navigation under DoD Instruction (DoDI) 4650.06. This mission includes maintaining the Master Clock for the DoD; maintaining multiple Network Time Protocol (NTP) servers; maintaining and disseminating GPS timing products and services; Two-Way Satellite Time Transfer; development and dissemination of Earth Orientation Data products to the DoD; telescope operations and maintenance; Astrometric Observations analysis; and Celestial Reference Frame management. The successful operations of all of these activities requires management and maintenance of multiple highly specialized pieces of astronomy and physics equipment, including atomic clocks, lasers, auxiliary electronics, mirror systems, laboratory equipment, camera and detector systems, etc. As some of these kinds of equipment become rare or limited in availability, the USNO is seeking a ready means of procurement through a multiple purchasing contract vehicle that would allow for delivery orders to be issued against the contract as they arise.
1.1 SCOPE
Establishing an IDIQ is intended to provide the USNO with a means to purchase specialized equipment and maintenance on existing equipment in order to continue achieving fulfillment of

2.0 REQUIREMENTS
Due to the specialized nature of the technology referenced herein, these items are proprietary to the manufacturer. USNO anticipates a contract that will allow for Equipment Purchase, Maintenance, Repair, and Update Tasks to be issued as Firm, Fixed-Price delivery orders.
Delivery Orders anticipated under the contract may include the following equipment and functions:
2.1 Cesium Clocks Purchase, Maintenance, and Updates
Purchase and maintenance of Cesium Clocks, including past models, current model 5071A, and future next generation models. This task includes the purchase of new or evaluation and repair (both onsite and shipping to and from the manufacturer) of existing Cesium Clocks, as well as the purchase of new or evaluation and repair of existing parts and/or supplies necessary to operation, including but not limited to cesium beam tubes, electronics, microprocessors, controllers, cards, power systems, power supplies and modules, battery packs, chassis, wiring, circuitry, graphical user interfaces (GUIs), firmware, software, updates, upgrades, oscillators, and shipping to and from the factory for repair.
2.2 Hydrogen Maser Purchase, Maintenance, and Updates
Purchase and maintenance of Hydrogen Masers (HMasers), including past models, current models MHM2010 and MHM2020 as well as future next generation models. This task includes the purchase of new or evaluation and repair (both onsite and shipping to and from the manufacturer) of existing HMasers, as well as the purchase of new or evaluation and repair of existing parts and/or supplies necessary to operation, including but not limited to hydrogen ion pumps (H-pumps), belljars, voltage controlled oscillators (VCOs), tool kits (including turbo molecular pumps, ion pump starter/controllers and the necessary associated hand tools to perform ion pump removals and installations in the field), physics package builds, tuners, converters, electronics, microprocessors, power systems, power supplies and modules, battery packs, chassis, wiring, circuitry, graphical user interfaces (GUIs), firmware, software, updates, upgrades, and shipping to and from the factory for repair.
2.3 Auxiliary Output Generator Purchase, Maintenance, and Updates
Purchase and maintenance of Auxiliary Output Generators (AOGs), including past models, current models AOG-110, AOG 85000-510, AOG2.X, as well as future next generation models.
This task includes the purchase of new or evaluation and repair (both onsite and shipping to and from the manufacturer) of existing AOGs, as well as the purchase of new or evaluation and repair of existing parts and/or supplies necessary to operation, including but not limited to physics package builds, tuners, converters, electronics, microprocessors, power systems, power supplies and modules, chassis, wiring, circuitry, graphical user interfaces (GUIs), firmware, software, updates, upgrades, oscillators, and shipping to and from the factory for repair.
2.4 Other Distribution Gear
Purchase and maintenance of ultra-low noise distribution amplifiers and related items, such as distribution amp chassis, power supplies, power modules, fault monitors, pulse distribution modules cards, RF distribution cards, dummy panels and panel assemblies, inter-range instrumentation group (IRIG) cards to interface with the existing distribution and fault monitoring platform at the USNO. Purchase of AC and DC rack unit power supplies, chassis, and modules. Purchase and repair of multi-channel measurement systems (MMS).
2.5 Acceptance and Quality Assurance
The contractor shall present final report(s) to the USNO technical lead for acceptance. The USNO technical lead shall address any issues that may arise during the execution of this contract.
Formal contractual deliverables will have a window for rejection by the USNO Technical Lead of no fewer than 10 business days. If the USNO Technical Lead does not formally reject or accept the deliverable within the 10 business day timeframe, the Deliverables may be considered accepted.
3.0 PERIOD OF PERFORMANCE
The term of this IDIQ is a five (5) year ordering period. Delivery Orders shall be issued at any time during the ordering period. Actual dates delivery and/or Period of Performance will be determined at the individual order level.
4.0 PLACE OF PERFORMANCE
The Contractor shall provide the services listed herein at the primary service location of the U.S.
Naval Observatory in Washington, DC, and USNO alternate locations including Colorado Springs, CO and Flagstaff, AZ, as well as Kokee Park Geophysical Observatory (KPGO), where the USNO operates timing equipment.
5.0 DELIVERY ORDERS (DO) PLACEMENT PROCEDURES
Equipment and tasks required shall be obtained through the issuance of individual delivery orders for quotes and subsequent DO awards in accordance to the base contract.
6.0 PROVIDER ALTERNATIVES
unique devices containing several proprietary methods and technologies, and requiring a high level of expertise to maintain.
7.0 FACILITIES, EQUIPMENT, AND TRAVEL
The Government will fund the purchase of equipment from the contractor, on an FFP basis, that identified in individual delivery orders. Shipping required for all repairs, to and from the manufacturer or site, is to be included in the quoted price for each item.
The Government will not pay the contractor for any materials not identified in an individual delivery order or purchased without the prior written approval of the technical POC and the contracting officer.
Travel may be required in the completion of Delivery Orders and will be determined in each DO as appropriate. Planning and support for the completion of these tasks will be coordinated with the technical POC listed below for the USNO. All travel requirements will be reimbursed in accordance with the Joint Travel Regulations and Federal Acquisition Regulations (FAR) 31.205-46
8.0 SECURITY
All products sourced through this vehicle must be compliant with National Defense Authorization Act (NDAA), Section 224 standards for trusted supply chain and operational security standards for microelectronics.
