About this file
This document is a Microcalorimeter Instrument Specifications for a federal contract opportunity. The U.S. Department of Agriculture's Agricultural Research Service (USDA-ARS) Environmental and Microbial Food Safety Unit (EMFSL) in Beltsville, Maryland requires a contractor to provide microcalorimetry-based equipment to monitor real-time metabolic activity and biofilm formation of living organisms. The equipment must be compatible with in vitro and complex material samples, cost-effective, able to analyze multiple small-volume samples, maintain precise temperature parameters, differentiate mixed culture metabolic growth, and provide software for real-time statistical analysis.
The related federal contract opportunity is a solicitation to provide two microcalorimeter instruments. It is a full and open solicitation under NAICS code 334516. Offers are due by September 17, 2024 and the Government intends to award a firm-fixed-price contract on a lowest-price technically acceptable basis. Offerors must demonstrate technical capability to meet the stated specifications and submit a fixed-price quote.

MICROCALORIMETER INSTRUMENT SPECIFICATIONS
I . BACKGROUND
The ARS Environmental and Microbial Food Safety Unit (EMFSL) in Beltsville, Maryland requires a contractor to provide microcalorimetry based equipment to monitor real time metabolic activity and biofilm formation of living organisms. It is critical that the equipment can be used with biotic and abiotic surfaces, food and environmental samples for the study with very small sample size of multiple samples in one experimental setup. It is required to differentiate metabolic activity of individual living organisms in mixed population and multispecies biofilms.
The equipment should be able to maintain specific intrinsic parameter requirements during the experiment. The equipment should include software to detect total and individual metabolic activity with average and standard deviation; and the software should be upgradeable when newer version is released.
II. REQUIREMENTS
The Microcalorimeter Instruments must be capable of the following:
• It must monitor metabolic activity and phenotypic measurements off living organisms with isothermal microcalorimetry
• Compatible with in vitro (growth media) as well complex material such as fecal matter, environmental samples, soil, biotic and abiotic surface material, or ex vivo material
• Cost-effective eliminating the use of reagents
• Analyze multiple samples (36) in an experiment setup with very small sample volume of 500- 600 microliter
• Precisely maintain intrinsic set parameters (temperature)
• It must differentiate metabolic growth of individual bacteria in mixed culture
• Software to determine real-time total and individual metabolic activity and display results with statistical analysis
• Capable of expanding with additional accessories/software upgrades as available
III. DELIVERY AND SYSTEM INSTALLATION
a. Utilities. The Government shall provide all necessary utilities and a standard 110V plug.
The Contractor must provide information regarding the required utilities and hookups within ten (10) calendar days after notice of award is received.
