About this file
This document is a Justification Review Document for Sole Source procurement under FAR 13.501, authorizing a firm-fixed-price contract with Marine Lodge Miramar for lodging and conference room services. The 89th Military Police Brigade requires lodging for Task Force Griffin, supporting the U.S. Customs and Border Patrol mission at the Southern Border, with a total contract value of $1,973,631.96 covering a 6-month base period from April 2025 to October 2025, plus six 1-month option periods through April 2026.
The contract involves renting 37 rooms and two conference rooms at Marine Corps Air Station Miramar, with the entire facility being required to ensure secure access for the task force. Market research determined no alternative facilities in the San Diego area could meet the specific requirements. The procurement is justified due to operational security needs, with the location being critical for supporting the Southern Border Mission and requiring the use of the entire Marine Lodge Miramar facility to maintain secure communications and access for military personnel operating on Defense Travel System and Secret Internet Protocol Router Network (SIPRNet).
