About this file

This document is a Justification and Approval (J&A) for a sole-source bridge contract for professional support services for the Aviation-Capabilities Development and Integration Directorate (A-CDID) and the Aviation Enablers-Requirements Determination Directorate (AE-RDD) located at Fort Novosel, Alabama. The U.S. Army Mission and Installation Contracting Command (MICC) plans to award a 12-month firm fixed-price contract to Summit Technologies Inc. for $838,474.40, covering the period from April 1, 2025, to March 31, 2026.

The contract will provide specialized support for Army Aviation modernization efforts, focusing on integration and synchronization of Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities, and Policy (DOTMLPF-P) domains. The incumbent contractor will support critical work in areas such as Aircraft and Air Crews Survivability Systems, Navigation Systems, Aviation Logistics/Sustainment, and Mission Command and Networking. The justification emphasizes the urgency of maintaining continuity with the existing contractor, as the 11 contracted personnel represent one-third of the total organizational workforce and are crucial to accomplishing the mission of developing next-generation aviation combat capabilities.

FAR Part 6 Justification and Approval for Other than Full and Open Competition

1. Contracting Activity: U.S. Army Mission and Installation Contracting Command (MICC) - Fort Novosel), 453 Novosel Street, Bldg. 5700, Fort Novosel, Alabama, 36362.

2. Description of Action: The Aviation - Capability Development and Integration Directorate (A-CDID) and the Aviation Enablers - Requirements Determination Directorate (AE-RDD), subordinate elements of the Futures and Concepts Center and Army Futures Command, request a firm fixed-price contract with Summit Technologies Inc., 7449 Joyce Lane, Navarre, FL 32566-9759. The Government projects award for April 2025 and fiscal year (FY) 2025, and Operations and Maintenance, Army (OMA) funds will be used.

3. Description of Supplies/Services: This is a non-personal services bridge contract to provide professional support services for the A-CDID and AE-RDD located at the Aviation Center of Excellence (AVCOE), Fort Novosel, Alabama. This effort enables the A-CDID and AE-RDD to fulfill their mission to support integration and synchronization of Army Aviation modernization efforts for the enduring force, future force, and prepare the force to field emerging capabilities. This effort also assists A-CDID and AE-RDD in the conduct of their specific Doctrine, Organization, Training, Materiel, Leader Development, Personnel, Facilities and Policy (DOTMLPF-P) integration and synchronization efforts addressed in respective charters and directives from senior leadership of the Army for the enduring force modernization efforts and supporting the fielding of emerging capabilities from the Army Futures Command.

The contractor shall provide the necessary subject matter expertise and perform the integration and synchronization of the DOTMLPF-P domains for Army Aviation enabling capabilities in the areas of Aircraft and Air Crews Survivability Systems, Navigation Systems, Aviation Logistics/ Sustainment, and Mission Command and Networking. Army Aviation Survivability Equipment (ASE) includes Electromagnetic and Cyber Support across all Army Aviation platforms, utilizing the Department of Defense (DoD) Joint Capability Integration and Development System (JCIDS) requirements development processes and documentation, and Training and Doctrine Command (TRADOC) Regulation (TR) 71-20 dated 28 June 2013 and TR 71-12 dated 3 October 2012 and applicable emerging Army Futures Command regulations.

Period of Performance: 1 April 2025 to 31 March 2026

Total Value: $838,474.40

4. Authority Cited: 10 U.S.C. 3204(a)(2), as implemented by FAR 6.302-2, Unusual and compelling urgency.

5. Reason for Authority Cited: FAR 6.302-2, Unusual and compelling urgency. As described at FAR 6.302-2, if the agency’s need for supplies or services is so urgent that providing a fair opportunity would result in unacceptable delays.

FAR 52.217-8 Option to Extend Services, could not be utilized to extend this contract as we are over 12-months beyond the expiration date of the MATOC.

a. The lack of experienced government personnel authorizations necessitates reliance on contracted support for the operational and organizational Army Aviation system subject matter expertise. The eleven (11) personnel within this contracted workforce represents one third of the total organizational workforce and contribute significantly to the organization’s ability to accomplish its mission to provide the Army with the next generation of enabling aviation combat capabilities.

b. The existing contract period of performance ends 31 March 2025 for the current task order, W9124G22F0031, that supports A-CDID and AE-RDD. The incumbent contractor, Summit Technologies Inc., is best positioned to execute the bridge contract until the new contract is awarded. The Summit workforce has the requisite knowledge, and skill sets to perform the contracted functions. Introduction of another vendor for such a limited period of performance would be disruptive and increase risk to mission accomplishment.

c. Alternatives. One accomplishable alternative would be to descope or delay work on necessary programs required to equip our next generation Army to compete and prevail against our adversaries. This isn’t a viable alternative because our adversaries continue to acquire and employ new asymmetric capabilities. Another alternative examined was to add additional military and Army civilians to the workforce. This isn’t a viable alternative because of the Army end-strength cap.

d. This requirement is for a 12-month bridge contract with the incumbent of the current task order. Considering the short duration of the period of performance, it would be neither cost effective nor realistic to expect another contractor to fulfill the services required by A-CDID and AE-RDD during the interim period. While fair opportunity is desired, it isn’t efficient or practical for this requirement.

e. Impact if Justification not approved: If a 12-month bridge is not approved, significant degradation to A-CDID and AE-RDD mission would result as it would stop work on several requirements’ development processes and documentation for supported Army Aviation programs. These programs are on an aggressive acquisition timeline.

6. Efforts to Obtain Competition: In accordance with FAR 5.202(a)(11), this action will not be synopsized.

a. Effective Competition: Because this is a sole source action, effective competition is not applicable.

In accordance with FAR 5.202(a)(2), this action will

5. Reason for Authority Cited: FAR 6.302-2, Unusual and compelling urgency. As described at FAR 6.302-2, when the agency's need for the supplies or services is of such an unusual and compelling urgency that the Government would be seriously injured unless the agency is permitted to limit the number of sources from which it solicits bids or proposals, full and open competition need not be provided for. Available options on W9124G22F0031 can no longer be exercised as the MATOC the order was issued against has expired.

d. This requirement is for a 12-month bridge contract with the incumbent of the current task order. Considering the short duration of the period of performance, it would be neither cost effective nor realistic to expect another contractor to fulfill the services required by A-CDID and AE-RDD during the interim period. While full and open competition is desired, it isn't efficient or practical for this requirement.

b. Subcontracting Competition: Subcontracting competition will be achieved by continuing to permit the incumbent to outsource subject matter expertise to subcontractors. The incumbent currently has a subcontract partnership with Navigator Development Group. Expect this partnership to continue through this limited bridge action. Pursuant to Title 48 CFR Part 19.705-2, as implemented by FAR 19.705-2, the Contracting Officer must determine whether a proposed contractual action requires a subcontracting plan. For this requirement, the Contracting Officer has determined that no subcontracting plan is required. This determination shall include a detailed rational and be placed in the contract file.

7. Actions to Increase Competition: The recompete packet for the follow-on contract for this requirement is currently being developed and is expected to provide fair opportunity. Contract language in the follow-on contract will discuss the prime contractor requirement for competition in its subcontracting.

8. Market Research: This is a recurring requirement. Similar Market Research has been conducted by Army Capability Managers (ACMs) and the Concepts, Experimentation, and Analysis Directorate (CEAD) located at the AVCOE, Fort Novosel, Alabama. Past acquisitions included a Multiple Award Schedule Task Order awarded by MICC-Fort Eustis. Multiple vendors have provided similar services in the past. Previous vendors who perform this type of work include ASRC (Broadleaf Inc.), Systems Studies and Simulations (S3 Inc), Science Application International Corporation (SAIC), Summitt Technologies Inc., and Navigator Development Group Inc. This bridge contract will perform the same functions as the previous (W9124G22F0031) task order.
