SYNOPSIS COORDINATION MEMO

Synopsis: Small Business Set-Aside Document Type: Pre-solicitation Notice Solicitation Number: W912JB-23-B-0001 Classification Code: Y1AZ – Construction of Structures and Facilities NAICS Code: 236220 – Commercial and Institutional Building Construction

The Michigan National Guard, Grayling Airfield Base, Grayling, MI intends to issue an Invitation for Bids (IFB) for award of a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to construct project 260247 National Guard Readiness Center. Scope of work will include, but is not limited to, permanent construction that supports training, administrative and logistical requirements. This will include backup power generation and vehicle parking for both organizational and privately owned vehicles. The proposed design will include all utility services, information systems, fire detection and alarm systems, roads, walls, curbs, storm drainage, parking areas, and site improvements required by the project scope. All work will be in accordance with design requirements, specifications, and drawings provided within the master specifications.

The base award CLIN(s) are anticipated to be as follows:

CLIN 0001 – Construct Readiness Center Base Bid

In addition to a base price for the work described above, the solicitation will include ten options for this project, which are anticipated to be as follows:

This project will be solicited as 100% Small Business Set Aside. All responsible offerors are encouraged to participate. The contract duration is 18 months from issuance of the Notice to Proceed. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $45,000,000. The magnitude of construction for this project is between $10,000,000 and $25,000,000.

An award will be made to the responsive and responsible lowest bidder. The tentative date for issuing the solicitation is anticipated on or about 30 August 2023. A pre-bid conference/site visit it anticipated to be held approximately 7 Sept 23 at the Grayling ARNG Base Grayling, MI.

Interested contractors are highly encouraged to attend and shall follow conference registration and Grayling ARNG Base access requirements as provided in the solicitation. A site visit will immediately follow the pre-bid conference. The solicitation closing date will be scheduled for a minimum of 30 days after the date of the solicitation issuance. Actual dates and times will be identified in the solicitation. The bid opening will be conducted in accordance with FAR Subpart

14.4 and DFARS Subpart 214.4, Opening of Bids and Contract Award.

Interested bidders must be registered in System for Award Management (SAM) at the time of bid submission. To register go to: https://www.sam.gov/portal/public/SAM/. You will need your DUNS/UEI number, Taxpayer Identification Number (TIN), and banking information to register.

Instructions for registering are on the SAM web page (there is no fee for registration).

The solicitation and associated information and the plans and specifications will be available only from the SAM.GOV website online at https://SAM.GOV/. SAM.GOV is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. This solicitation is an invitation for bids and there will be a formal public bid opening.

This solicitation is currently not funded.

Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”.

In accordance with FAR 36.211(b), the following information is provided:

(1) The National Guard has no agency-specific policies or procedures applicable to defeminization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204.

(2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements.

(3) In accordance with FAR Part 14, 36, and FAR 19.805, the successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.
