DESCRIPTION: The mission of the MHP application is to collect and store inspection and test data and track ammunition technical history quality assurance data. Levels of Ammunition Management differ from each other in both organizational structure and operational procedures. MHP is designed to empower the worldwide munitions community at all levels with a web-based universal data management system that is fully deployable, easy to use, and allows maximum flexibility for a true “Train Once – Deploy Anywhere” system. MHP provides the ability to collect and store inspection and test data, track ammunition technical history, quality assurance data and provide one location for the Army's ammunition historical data. In addition, to quality assurance data, MHP contains a variety of ammunition related business processes including Ammunition Stockpile Reliability Program (ASRP), Ammunition Suspensions and Restrictions, Ammunition Malfunctions, Ammunition Data Cards (ADC), Joint Hazard Classification System (JHCS), Safety of Use Messages (SOUM), Worldwide Ammunition Repository Program (WARP) and other ammunition related data and information.

JMC/G4 requires a full range of support services necessary to satisfy MHP enterprise missions, goals, and objectives that result in cost-effective management of software solutions which support the customers’ missions. Interested parties must have specialized experience supporting AA&E (Arms, Ammunition and Explosives) systems and specifically, MHP and/or other services, munitions lifecycle management systems.

· Experience with the Ammunition Stockpile Reliability Program

· Experience with Department of the Army (DA) Ammunition Surveillance Policies and functions established by AR 702-6 and AR 740-1

· Experience with ammunition condition reporting process for unserviceable and permanently suspended ammunition items.

· Experience with the Army ammunition lot numbering system and ammunition data card requirements that are used to identify and document items of ammunition, including guided missiles, and energetic material during all phases of their life cycles.

· Experience with the Army’s Ammunition Information Notices (AINs) and Missile Information Notices.

· Experience working with the Army’s Financial and System and Organizational Controls (SOC) auditing process and procedures

· Experience providing strategic guidance and technical expertise to consolidate and coordinate audit responses and communications.

RESPONSES: Interested parties who consider themselves capable of providing this support are invited to indicate their interest by providing the government with the following information:

a. Provide a brief summary of the company’s capabilities (a description of the facilities, personnel experience, quality system, and past manufacturing experience) and capacity. If a respondent does not have adequate resources (facilities, technical, manufacturing, personnel, etc.) available, then it must be able to demonstrate its ability to obtain those resources without significant delay.

b. Respond to questions below as part of your capabilities statement.

This RFI notice/market survey is for information and planning purposes only and does not constitute a request for proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information collected. Industry responses to this RFI do not represent binding offers, and the Government cannot accept an industry response to form a binding contract. The Government intends to use any information submitted in response to this request to develop an acquisition strategy for future requirements of these items. All submissions are requested electronically to the contacts below. All information submitted will be held in confidential status.
