About this file
This is an Attachment Engineering and Construction Requirements document for a Progressive Design-Build (PDB) electrical infrastructure project under an Other Transaction (OT) Agreement with the U.S. Air Force 377th Contracting Division. The project encompasses the demolition of three existing substations and new construction of two upgraded substations, including the installation of new 12.47 kV distribution systems. The work is being executed under the statutory authority of 10 U.S.C. 2808a and is divided into multiple project phases: MHMV200009 (Repair Substation 9 and Feeders), MHMV120009, and MHMV08002. The primary objectives are to rapidly upgrade existing electrical infrastructure, meet applicable standards, enhance operational efficiency, and ensure compliance with regulatory guidelines.
The document establishes the technical and construction specifications required for contractors to execute the design and construction activities. Contractors responding to this Request for Information are expected to address engineering requirements, construction methodologies, project scheduling, and compliance with relevant codes and standards for electrical distribution systems. This is a pre-solicitation market research effort conducted by the Department of the Air Force Materiel Command Nuclear Weapons Center, and participation is voluntary with no obligation for the Government to award a contract. The Government intends to utilize a single award approach to consolidate the multiple substation projects under one progressive design-build delivery method.
