About this file

This document is a question and answer session regarding a Request for Quotes (RFQ) issued by the Commonwealth of Massachusetts Executive Office of Health and Human Services (EOHHS) for a MassHealth Health Insurance Exchange (HIX) User Acceptance Test Regression Automation Project. The objective of this initiative is to transform the MassHealth IT HIX User Acceptance Team's test capability from a manual regression test method to an automated testing practice. The RFQ seeks to engage a qualified contractor to provide a strategic plan and services to implement the MH HIX UAT automation regression test suite.

The RFQ is open to all approved ITS53 vendors, and newly posted ITS53 RFQs are open to all approved vendors, regardless of current involvement in other awarded bids. However, vendors cannot submit staff currently engaged in an awarded bid for consideration on a new RFQ that may impact an existing engagement. While the EOHHS indicated that they would prefer to extend the procurement to non-ITS53 vendors to access a broader pool of qualified vendors, governing regulations do not allow for the participation of non-approved ITS53 vendors in this RFQ bid response.

REGRESSION AUTOMATION PROJECT

Issued June 8, 2018 Document Number: 18BEHSHIXRAPRFQ

Q1.

With extensive experience establishing and maintaining Selenium automated test scripts, specifically for applications within the Commonwealth, we are very excited by the potential opportunity to support the initiative covered by the “HIX UAT Regression Automation” RFQ (Document Number 18BEHSHIXRAPRFQ). We are an ITS53 vendor; however have current team members working as part of the EOHHS HIX team. Assuming that these team members will not be part of the evaluation team for this RFQ; does this current involvement with the HIX project make us ineligible to respond to this RFQ?

A1.

Newly posted ITS53RFQs are open to all approved ITS53 vendors. Vendors are not excluded from participating in new RFQs who are actively engaged in an awarded bid. The vendor cannot submit staff currently engaged in an awarded bid, for consideration on a new RFQ which may impact an existing engagement.

Q2.

While we are very interested in responding to this RFQ, we are not a contractor on the ITS53 for Project Services Master Service Agreement. When that vehicle was reopened for participation in 2016 we did not respond as it did not appear to include the types of services being requested in the RFQ, or other types of services that the HIX would procure. There is also a clause in the ITS53 document that stated that Contracting Departments sometime prefer to conduct their own procurements rather than using the Statewide Contract especially in cases where they have very large projects or if the Statewide Contract does not include all of the market leaders specializing in the subject matter of their project. In order to provide the MassHealth IT HIX User Acceptance Team with access to a broader pool of vendors who have the capabilities to provide the services requested in the RFR, would EOHHS be willing to extend the procurement to contractors who are not currently approved on the ITS53 Master Service Agreement?

A2.

ITS53 is restricted to on approved vendors. Governing regulations do not allow non-approved ITS53 vendors to participate RFQ bid responses.

Q3.

On the cover page of the RFQ there is a statement indicating that the document is a draft for internal discussion purposes only. Is this the final RFQ or will a separate version be released at a future date?

A3.

This RFQ that was posted is in fact the final version. There are no other versions expected to be posted.
