The Government is seeking industry feedback, recommendations, and best practices during the market intelligence phase of this effort. Please DO NOT provide generic capability statements; they will be deleted. The Government is seeking well defined responses with supporting documentation to assist with developing the acquisition strategy. All responses must be submitted via email to the contacts identified below. This is for informational purposes only and the Government will not be obligated to award to any interested vendors that present information in response to this RFI/ Sources Sought.

The Government does not intend to pay for information received in response to this RFI. Responders to this invitation are solely responsible for all expenses associated with responding to this RFI. Proprietary information and trade secrets, if any, must be clearly marked on all materials. All information received in this RFI that is marked “Proprietary” will be handled accordingly. The Government intends to issue a full solicitation for this requirement in the near future.

Title: Maneuverable Geosynchronous Orbit (MGEO) Commercial Satellite-Based Services

Description(s):

The objective of this effort is to create a contract vehicle that provides the United States military and other partners access to worldwide commercial satellite communication (COMSATCOM) services based on satellites in any form of geosynchronous (GEO) orbit and featuring both readily available and traditionally scarce satellite transmission bands;

spacecraft supporting such services while also providing unconventional resilience due to the maneuverability and number of dispersed satellites involved; and other commercial satellite services that may support or benefit from being hosted on such satellites, operating worldwide, regionally, and on orbit. This combination of maneuverability using decentralized, spatially dispersed small and medium satellites increases the resilience of both the service overall and, in the case of COMSATCOM services, the signal for any particular user while employing existing user equipment and gateways.

Requested Information:

1. Requirements are outlined in the attached draft Performance Work Statement (PWS). Please review the draft PWS and draft evaluation instructions / criteria for this requirement. All performance requirements (tasks) outlined in the draft PWS are critical to the success of this requirement. The Government requests that you provide feedback, comments, concerns, or questions, for any / all documents. Technical scenarios demonstrating corporate experience and methodology are being considered for evaluation purposes in this effort. Please utilize the provided Comment Resolution Matrix for any concerns / questions. Should the Comment Resolution Matrix format not provide sufficient capability for response, please provide additional information in a separate document as detailed in the “Response Guidelines” section below. Please note that respondents may be interested in only one or two of the three functional areas, the Government does not plan to exclude respondents/future offerors, from award, that are only interested in some of the functional areas.

2. The Government requests specific information on requirements detailed in these documents that are not actionable by industry.

3. The Government requests that industry detail any concerns with the technical scenarios guidelines that will be required as part of the technical response to this solicitation.

4. Identify any requirement within this acquisition that limits commercial competition along with recommendations to overcome those issues.

5. Which contract types (firm-fixed price, cost-reimbursement, labor hours, time & materials, hybrid) do you recommend and why?

6. How do you recommend structuring incentives / disincentives for performance? What approaches have proven counterproductive or ineffective?

7. What strategies do you recommend the Government use to encourage meaningful small business participation as subcontractors, partners, or niche service providers?

8. Identify any recommendations and suggestions regarding a proposed CLIN structure for this requirement. Based on previous industry feedback, pre-pricing CLINs will not be part of the initial proposal. Pricing will be requested at the task order level, commiserate with the overarching CLIN structure.

9. Identify any recommendations for current industry best practices not listed.

In addition to providing information and comments on the above requested items, interested vendors are asked to submit the following information:

B. If your company is a small business, please describe your ability to meet the requirements outlined in 52.219-14, Limitations on Subcontracting for any/all of the functional areas.

All responses shall be submitted NLT 17 Oct 2025 by 1700 EST. Please submit your response to the following individuals (include all): Mr. John Seacrist, Contracting Officer at john.seacrist@spaceforce.mil or Ms. Venita Allen, Contracting Specialist at venita.allen@spaceforce.mil.

Questions regarding this announcement shall be submitted in writing by e-mail to the contacts above. Verbal questions will NOT be accepted. Answers to questions will be posted to SAM.gov. The Government cannot guarantee that questions received after 03 October 2025 by 1700 EST will be answered.

Response Guidelines:

Interested vendors are requested to respond to this RFI via the comment resolution matrix and/or a white paper.

Submissions cannot exceed 10, single spaced, 12-point type with at least one-inch margins on 8 1/2” X 11” page size.

The response should not exceed a 5 MB e-mail limit for all items associated with the RFI response. Responses must specifically describe the contractor’s capability to meet the requirements outlined in this RFI. Oral communications are not permissible. SAM.gov will be the repository for all information related to this RFI.

Upon conclusion of market research efforts, the Government anticipates releasing a formal solicitation for this effort.
