STATEMENT OF WORK
Bulk Gases and Gas Cylinder Tanks
May 8, 2009 Revised May 15, 2009
Background
The National Institute of Environmental Health Sciences (NIEHS), located in Research Triangle Park, North Carolina, is one of 27 research Institutes and Centers that comprise the National Institutes of Health (NIH) and U.S. Department of Health and Human Services (DHHS). The mission of the NIEHS is to reduce the burden of human illness and disability by understanding how the environment influences the development and progression of human disease.
The NIEHS Office of Management (OM) directs and conducts administrative and facilities management activities for the Institute by providing services in the areas of financial, personnel, acquisition, and supply and property management, as well as other administrative and office services. The OM advises the NIEHS director and staff on developments in administrative management and their implications and effects on program management throughout NIEHS; develops policies on administrative management; and prepares and issues procedures and guidelines for the implementation of administrative policies and requirements.
Purpose The purpose of this effort is to acquire miscellaneous compressed gases, gas cylinders, rental of gas cylinders, and drayage for laboratories and facilities to conduct scientific research at the National Institute of Environmental Health Sciences, Research Triangle Park, North Carolina.
It is anticipated that a competitive firm-fixed priced Requirements contract will be awarded to the responsible firm with the best value quotation trading off expected value against probable costs. It is estimated that the contract will be comprised of one (1) twelve (12) month base year plus four (4) twelve (12) month options not to exceed a five
(5) year period. The anticipated award date is on or about June 15, 2009.
Some of the compressed gases and services currently used with tank sizes are listed in Attachment 1, but the list should not be considered inclusive as other gases and related supplies may also be used now and in the future. It should be noted that the services as described and specified shall not be deemed to constitute a detailed specification having the effect of excluding other needed work not specifically mentioned that will be necessary for the successful completion of this project as generally described. The Contractor is required to furnish all services necessary to successfully fulfill the overall objectives set forth in this contract.

The Government is obligated only to the extent of authorized delivery orders placed against the contract by authorized government personnel. Orders will be issued at amounts not to exceed the maximum estimated amount listed for the base and option periods.
Individual laboratories at the NIEHS may require individual standards of service. For purposes of this requirement, the offeror should explain their regular standards of service (regular weekly run, two-day turnaround, etc.)
Pricing: Catalogue prices for compressed gases and related services shall be fixed for 12 months from the start date of this requirement. For this solicitation, prices should be provided for all or most of the gases and services listed. If offerors do not supply a specific gas or item, it should be noted on an addendum or on the price catalogue submitted.
Delivery and transport:
Cylinders will be transported by appropriate hand truck or cart with cylinders being secured to prevent them from falling or striking each other. The cart should have a chain restraint. Cylinders will not be moved with a regulator attached to it.
Cylinders should not be transported without its valve protection cap firmly in place. Both hands will be on the cylinder cart or hand truck during transport.
Specifically, liquid nitrogen dewars shall be delivered on a weekly basis. New tanks will be hooked up to refrigeration units when meter indicates tank is less than half full. The offeror must notify the Technical Point of Contact (TPOC) when tanks are filled and the level at which the tank is filled.
Bulk liquid nitrogen at the MRI facility shall be monitored directly by the contractor on a 24 hour, 7 day a week basis and refilled as necessary. The tank for this is located outside the MRI building on the south campus of NIEHS. Vendor will need to hook up a Telemetry System to NIEHS’ already existing phone line at the tank for monitoring.
Liquid helium dewars shall be delivered on an as needed basis generated by a call from the NIEHS Inventory Management Office.
Bulk CO2 will be delivered to building 101 C loading dock and building 101 F loading dock as requested.
Other gases in cylinders, stocked in the Building 103 storage room, shall be delivered when called in by the Inventory Management Office and delivered to NIEHS building 103 and stored according to acceptable safety practices.
Acceptance:
The contractor shall obtain signatures on delivery tickets from lab personnel for tanks at building 101, MRI building and Inhalation Facility. Tanks delivered to building 103 will be signed for by warehouse or Inventory Management personnel.

Certification:
The Contractor shall provide certification of tank safety inspections and certification that all gasses meet purity standards as described herein in Attachment 1.
Labeling:
All cylinder tanks will be properly labeled with the following Department of Transportation information (DOT): Type and material of construction, service pressure in pounds per square inch gauge, serial number and identifying symbol registered with
DOT.
In addition the following manufacturing data will appear on the label: Date of manufacture and original test date, inspector’s official mark.
All cylinder tanks shall be in good working condition with the valves not rusted. In addition, the contractor must provide the correct type of gas and purity without contaminants. Different sized tanks are used by different vendors, so the tank size should be noted so that prices can be compared.
Cylinder Tanks
The contractor shall provide and install three Perma-Cyl Microbulk storage tanks at the NIEHS Inhalation Facility, 5a Triangle Drive, Research Triangle Park, NC. Two tanks (one (1) at 1500 liters and one (1) at 450 liters) shall have a maximum pre-set operating pressure of 450 psig and equipped for oxygen service. The remaining 450L tank shall be equipped for liquid nitrogen service. Deliveries shall be scheduled through the Inventory Management Office at intervals dependent on NIEHS research requirements.
Other gases in cylinders necessary to conduct scientific research shall be delivered, when requested by the Inventory Management Office, to the NIEHS Inhalation Facility located at 5 Triangle Drive, Research Triangle Park, NC. Delivery location (5a or 5c Triangle Drive) will be specified by the Inventory Management Office at the time of request.
Technical Point of Contacts (TPOCS): When delivery orders are issued, the contractor will submit invoices to the following POCS or to the specific invoicing address indicated on the Delivery Order issued against the contract. (To be specified at Award)
Deliverables:
(1) Bulk gases and cylinder gas tanks as specified in Attachment 1
(2) Hookup of new tanks and removal of empty tanks
(3) Signed receipts for deliverables;
(4) Monitoring of telemetry system for bulk liquid nitrogen; and
(5) Tank drayage for bulk liquid helium tank
