About this file
This Statement of Work (SOW) details requirements for portable toilets and handwashing stations in support of the United States Air Force Exercise Mobility Guardian 2025 in Guam. The vendor must provide and deliver 26 total portable toilets (23 at Andersen Air Force Base and 3 at Antonio B. Won Pat International Airport) and 14 total handwashing stations (12 at Andersen AFB and 2 at the airport) between 6 July and 4 August 2025. Key vendor responsibilities include delivering and installing equipment, cleaning and refilling facilities twice weekly, providing a point of contact for maintenance issues, securing equipment during inclement weather, and following all base security and safety procedures.
The SOW specifies detailed requirements for base access, equipment markings, and contractor submissions, including providing an Entry Authorization Letter, obtaining airfield driver training, and submitting base access requests and employee information within 3 calendar days after contract award. The vendor must also be prepared for potential emergency evacuation of equipment and must return all equipment in fair condition. Notably, the contract includes provisions for potential emergency demobilization, with the contractor entitled to submit a Request for Equitable Adjustment for associated costs. Access to both locations will be primarily through the North Gate, with specific time restrictions and coordination requirements.
