About this file

This document is a response to questions about Request for Proposal (RFP) MG-08072024 for SR Welded and Dual Beam Position Monitor (BPM) Buttons issued by the Lawrence Berkeley National Laboratory (LBNL) on behalf of the Department of Energy.

The RFP contains two work packages, each with two weldable assemblies. The solicitation asks for pricing on specific quantities for each assembly. However, the pricing for the combined total quantities across the two work packages may differ significantly from the individual package quantities. LBNL clarified that it is not their intention to award both work packages to a single offeror. The RFP evaluation process will determine the two lowest priced technically acceptable offers for contract award.

LBNL Response to Question 01 Re: LBNL RFP MG-08072024 – 08/08/2024

1. There are two work packages and FAI and Production groups for each.

Both WP1 and WP2 contain two of the same weldables. The Price Proposal Schedule Attachment asks for the 13-piece and 130-piece price for AL-1455-1567 and the 6-piece and 60-piece price for AL-1455- 2849. The quoted price for 130 AL-1455-1567 vs. the quoted price for 260 (WP1+WP2) of the same assemblies will be drastically different.

How should we price these, combined or separately? Not sure if WP1 and WP2 will both be awarded to the winning bid.

LBNL Response: Please refer to RFP Section 2.3 – Evaluation and Selection.

" For those offerors which are determined to be technically acceptable, an award will be made to the two offerors with the lowest overall price. While the University will strive for maximum objectivity, the technical go/no go process, by its nature, is subjective; therefore, professional judgment is implicit throughout the evaluation process. Offerors, therefore, must demonstrate that they meet or exceed the requirements of the Sample Subcontract.”

It is not LBNL’s intention to award both packages to a single offeror.
