Memorandum for Record – Limiting Competition at or below the Simplified Acquisition Threshold

This document is a federal contracting justification for a sole-source procurement by the 1st Infantry Division (1ID) Health and Fitness (H2F) program through MICC Fort Riley. The requiring activity seeks to procure specialized DART simulation training equipment valued under the simplified acquisition threshold using FY2026 Operations & Maintenance, Army (OMA) funds. The proposed contractor is Digmation INC, located in Lake Mary, Florida. The procurement includes one DART MAX Live Bundle, three DART Training Simulators, three MAX Studios, four Programmable Laser Training Weapons (M-17 style), one M17-style spare magazine, seven Laser Training Rifles (M4-style), and seven M4-style spare magazines, with all items scheduled for delivery within 30 days of contract award.

The justification cites FAR 16.507-7 (items peculiar to one manufacturer) as the authority for limiting competition, arguing that DART brand equipment is strictly necessary due to proprietary software non-severability, technical data tracking parameters, existing fleet standardization, and advanced muzzle-trace analytics capabilities that alternative systems cannot replicate. The contracting officer determined that introducing competing products would result in immediate procurement failure since non-compatible hardware would not synchronize with DART's tracking cameras and proprietary laser wavelength systems. Market research conducted from August 1–31, 2026 evaluated alternative manufacturers including Laser Shot, Meggitt/InVeris, and Ti Training but confirmed no alternatives offer the portable, multi-lane tactical bundle with required M4/M17 interoperability. The contracting officer certified that the sole-source award to Digmation INC is fair and reasonable and in the Government's best interest for supporting H2F cognitive performance training mandated under FM 7-22.

4. Description of Services or Supplies: This is a non-personal purchase order, firm fixed price contract to provide DART Simulation Training equipment to,1st Infantry Division (1ID) Health and Fitness (H2F) Fort Riley KS. The Government will not exercise any supervision or control over the contract product providers. Contract product providers shall be accountable solely to the Contractor who, in turn is responsible to the Government. The Contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal products necessary. This shall be done IAW all the Terms, Conditions, General and Special Provisions, Specifications, Drawings, Attachments, and Exhibits.

The Contractor shall ensure that all work meets or exceeds the specifications for the of the Technical Specification Sheet.

The requested DART Training Simulation equipment and specialized laser weapon suites provide a highly advanced, portable cognitive-marksmanship and ballistic reconditioning capability mandated by FM 7-22 (Holistic Health and Fitness). Directed by H2F Cognitive Performance Specialists for Mental Performance Readiness, this system delivers an interactive, low-impact training environment to rapidly rebuild a soldier's fine motor skills, lethal force decision-making, and weapon mechanics without the logistics of a live-fire range.

Specifically, this equipment package delivers:

• Centralized Immersive Simulation Ecosystem: The DART MAX Live Bundle (DM101) establishes the core diagnostic hub. It integrates the DART MAX processing architecture, MAX Studio (DM051) projection tracking software, DART Tactical Analyzer (DTA), and real-time Live Scenarios on an industrial projection screen to evaluate a soldier’s reaction times, visual tracking, and cognitive focus under intense stress.

• Distributed Training Scaling: The three DART Training Simulators (DP200) and three additional MAX Studio units allow the units to scale throughput. This enables entire squads to simultaneously engage in distinct and specialized, multi-lane shooting scenarios, eliminating bottlenecks and irrelevant standardized training during mass range cycles.

• Tactical Ergonomic Realism: The M4-style Laser Training Rifles (DA053) and M17-style Programmable Laser Training Weapons (DA076)—fully supported by their respective spare magazines—perfectly match the weight, balance, and mechanical manipulations of organic Army small arms. Utilizing 6 distinct laser IDs and native optical sight integration, these weapon systems track precise trigger squeeze, muzzle sway, and shot placement in real time.

• Existing Fleet Standardization: The H2F facility already owns, maintains, and actively operates an established fleet of legacy DART simulation hardware.

This procurement is a direct expansion of that baseline infrastructure.

Introducing an alternative brand would fracture the unit's inventory, complicate logistical supply chains, and split training lanes into non-standardized systems.

• Software & Hardware Non-Compatibility: The system runs on a closed-loop, proprietary tracking algorithm. The M4 and M17 training weapons use coded laser wavelengths engineered to communicate specifically with the DART Tactical Analyzer (DTA) software. Competing laser weapons (such as SIRT) use different wavelengths and will not track or trigger the DART MAX cameras, rendering the hardware useless.

• Advanced Muzzle-Trace Analytics: Unlike standard military simulation systems (such as EST 2000) which only track final point of impact, the DART MAX system tracks the continuous movement of the muzzle before, during, and after the trigger pull. This biomechanical data is non-severable from DART's proprietary software architecture, plus it would affect H2F staff from diagnosing tremors or grip faults in recovering soldiers.

• Engineering Limitations: Alternative commercial systems lack the 6-point laser ID separation required to isolate up to six distinct shooters on a single screen simultaneously. Third-party platforms cannot be modified to support authentic M17/M4 frames or accept standard combat optics without destroying system calibration and voiding the manufacturer's engineering warranty.

8. Market Research: Meaningful and current market research was conducted from 01 Aug 2026 to 15 Aug 2026 by evaluating alternative virtual marksmanship platforms from manufacturers like Laser Shot, Meggitt/InVeris, and Ti Training.

The research determined that while alternative brands produce large-scale, fixed-installation military simulators, none offer a highly portable, multi-lane tactical bundle that combines live scenario generation with the diagnostic trace analytics required by H2F cognitive personnel. Alternative systems either require permanent facility modifications or lack the specific M4/M17-style laser weapon interoperability required to maintain tactical muscle memory with organic Army weapons.

Furthermore, DART training systems are an established, qualified brand in the federal space. This specific hardware configuration, including specialized Tactical Shipping ($1,500.00), can be streamlined and procured through authorized defense distributors holding open GSA Multiple Award Schedules (MAS) or via DLA Tailored Logistics Support (TLS) programs. Procuring this exact system ensures pre-negotiated, fair and reasonable pricing while protecting the government from software fragmentation.

Market Research was completed also by the contract specialist from 15 Aug 2026 to 31 Aug 2026. We looked at commercial solutions, Military-Specific requirements, Requirement/Performance Trade-offs, and how the industry sells the product. The procurement history was researched along with potential suppliers. All mandatory sources were reviewed in accordance with RFO FAR Part 8 and DFARS Part 208.

We queried government databases that provide relevant information on like acquisitions such as: PCF Cabinets that had similar requirements, Searched the System for Award Management, Searched the Federal Procurement Data System – Next Generation(FPDS-NG), Searched Inventory of Contract Services for DoD contracts on Defense Pricing and Contracting, Searched Service Contract Inventory for select Civilian Agencies on Acquisition.gov, see Searched General Services Administration’s (GSA) Acquisition Gateway, etc., Performed web searches, Reviewed Federal Supply Schedule contracts and other government contracts, including but not limited to GSA Alliant, GSA One Acquisition Solution for Integrated Services (OASIS), and the Professional Services Schedule (PSS) and Review results of recent market research on similar or identical requirements.

Completed a market Intelligence/ industry analysis looking at environmental conditions, commerciality assessment, government’s leverage, and pricing factors.

9. Other Facts: This requirement is to procure a specific, commercially available DART Simulator Training, which is a recurring need within the Department of Defense (DoD).

The product directly supports the U.S. Government’s staying in compliance of Federal regulations. Denying this brand-name request can cause operational deficiencies within the units. The H2F program will lack a portable, high-throughput cognitive-marksmanship tool, forcing staff to rely on abstract classroom lectures or consume valuable ammunition and range days for basic biomechanical profiling. Forcing the purchase of non-compatible third-party hardware will result in an immediate procurement failure, as the equipment will not sync with the tracking cameras, causing a waste of government capital and zero training output.
