About this file
This is a Memorandum for Record (MFR) for a sole-source procurement of AutoDesk software for the Dugway Proving Ground (DPG) West Desert Test Center (WDTC). The acquisition is for a one-year AutoDesk Architecture, Engineering & Construction Collection Government Multi-User Annual Subscription Renewal and IMAGIN Priority Support for up to 5 users, with a period of performance from 08/27/2025 to 08/26/2026. The total estimated value is redacted, but the procurement is being conducted through Army CHESS/DoD Enterprise Software Initiatives (ESI) contract vehicles.
The justification for sole-source procurement emphasizes that the software is critical for the engineering team's design capabilities, fully integrated into existing DPG systems, and has been used for many years across all construction projects. Replacing the software would require re-learning, conversion of existing files, and risk cyber compliance and mission readiness. Market research confirmed that DLT Solutions is the sole source for AutoDesk on Army CHESS/DoD ESI, and no compatible alternative solutions were identified. The contract will be funded through Research, Development, Test and Evaluation (RDTE) funds for fiscal year 2025.

3. Description of Services or Supplies:
Dugway Proving Ground (DPG) West Desert Test Center (WDTC) requires the continued procurement of AutoDesk software to maintain operational capabilities and ensure cyber compliance. AutoDesk software is a Computer Assisted Design (CAD) tool utilized by the WDTC engineering team in designing high-performing building and infrastructure designs from early-stage design through to construction.
The total estimated value of the proposed action is . Items are as follows:
Control No: FY25-37
Apr 2021 support projects from early-stage design through to construction. In order to maintain the high standards required for designing government facilities and ensure compliance with industry and government standards, it is essential that the engineering team is equipped with Auto-CAD. This acquisition will continue to empower the team to deliver precise, efficient, and compliant designs, ultimately contributing to the successful execution of government projects. The software's scalability allows the engineering team to handle projects of all sizes, making it a cost-effective investment for long-term project success.
In addition, this software suite is fully integrated into existing systems at DPG. The engineering team at DPG has utilized this software for many years and for all construction projects. The implementation of an alternative solution would result in incompatibility, hindering system functionality. Failure to procure AutoDesk software presents a significant risk of cyber compliance and support issues, potentially impacting mission readiness.
If DPG is not allowed to purchase this specific package of software suites, it will have to develop the same capabilities with a diversified system from more than one software provider; requiring re-learning and conversion to a format capable of being imported into the Autodesk product which is the government standard. This likely would necessitate additional, and potentially substantial, costs for software that risks ineffective integration with existing assets.
For the reasons listed, DPG WDTC requests AutoDesk software for purchase.
