Rockwell Automation & supplyCORE

PBA has a requirement for establishment of a contract vehicle for a Brand Name software maintenance for Rockwell TechConnect. Vendors must be an authorized seller, have licensed software, able to provide an automation warranty, and provide safety and/or recall notices. The authorized seller must be able to provide the following 24 hours a day, 7 days a week, 365 days a year: Self-Assist Support, Product Support, System Support, and Application Support.

1 Base Year and 4 Year Option Years

Pine Bluff Arsenal (PBA) requests the procurement of Brand Name Rockwell TechConnect Software Maintenance on the current Rockwell Software that runs the production lines at PBA. There are currently approximately 30 production lines the utilize the Rockwell Software and require the Rockwell TechConnect Maintenance being procured. Rockwell is the only reasonable source for maintenance on this software as PBA would have to procure not only a new software program that runs the production lines - but also new hardware and wiring system if another maintenance supplier was procured. It is estimated that replacing the software, hardware, and wiring would take approximately 4-6 months in which production would be halted. The top 5 production lines that would be affected by the halt in production for replacement software, hardware, and wiring are: White Phosphorus, Glatt, Old Grenande Lines, New Grenade Lines for Smoke Pot, and Lap Line. The approximate cost to replace the software alone on these lines would be approximately . It is estimated that to replace the hardware and wiring would be 3 to 4 times the amount of replacing the software totaling . Each day that the hardware/software is inactive due to replacement time - would cost approximately per day. Procuring this maintenance requirement from any other supplier than Rockwell would have a tremendous cost impact on PBA as displayed above and cause unnecessary and intolerable delays to the PBA production lines.

Select One

Market Research was conducted (April 2020) by PBA and ACC-RI. PBA contacted Rockwell Automation who plans to submit bid. PBA also contacted a local Rockwell 3rd party supplier that stated they were not willing to register in beta.SAM.gov and obtain a CAGE in order to bid. ACC-RI posted a Sources Sought and received 1 response from a 3rd party vendor stating they can support. ACC-RI expects to receive two quotes from one LB and one

SB.

ACC-RI anticipates adequate market competition via beta.SAM.gov will be obtained due to the market research completed by PBA and ACC-RI via Full and Open Competition. Prices will be determined fair and reasonable IAW FAR 13.106-3(a)(1) - whenever possible and base price reasonableness on competitive quotations or offers.
