About this file

This document is a Justification for Other Than Full and Open Competition under authority of 10 U.S.C. § 3204(a)(1) for the Metals Tailored Logistics Support Program (TLSP).

The Defense Logistics Agency (DLA) Troop Support, Construction and Equipment Supply Chain is seeking to extend three existing competitively awarded contracts through a bridge action. The current contracts—SPE8E4-21-D-0001 (SupplyCore LLC), SPE8E4-21-D-0002 (I-Solutions Direct Inc.), and SPE8E4-21-D-0003 (TW Metals LLC)—will be extended by 180 calendar days, with the final performance period expiring January 19, 2027, instead of July 22, 2026. The program maintains a maximum dollar value of $900 million with no additional funding required for the extension. The Metals TLSP is a multiple-award IDIQ contract program supporting supply of industrial metals including aluminum, stainless steel, carbon steel, copper, brass, titanium, nickel and alloys in various forms (wire, plate, sheet, strip, bar, angle, extrusions, pipe, tube) to customers throughout the Continental United States and worldwide via Container Consolidation Points. All items conform to manufacturer commercial specifications. The justification cites the statutory authority of 10 U.S.C. § 3204(a)(1) and Class Deviation 2026-O0017 Revision 1, establishing that only the incumbent contractors can satisfy requirements within the required timeframe. The Contracting Officer, Aria Gessner, certifies that the anticipated cost is fair and reasonable, and the extension will be published to Contract Opportunities with public inspection available after award.
